Piotr Serafin

Piotr Serafin (born January 12, 1974 in Sulęcin ) is a Polish legal scholar and state administrator. From 2008 to 2009 he was undersecretary in the office of the Committee for European Integration, since 2010 undersecretary and from 2012 to 2014 state secretary in the Ministry of Foreign Affairs . Since 2014 he has headed the cabinet of the President of the European Council Donald Tusk .

Life and work

Piotr Serafin completed a degree in economics at the Warsaw School of Economics SGH and studied law at the University of Warsaw . He then completed postgraduate studies in European integration at the University of Sussex . He was a fellow of the United States Department of State and the French Department of Foreign and International Development .

Since 1998 he has been working in the office of the Committee for European Integration (UKIE). As a clerk for the EU budget and institutional issues, he worked with the most important actors in Poland's EU accession negotiations. Serafin took part in the negotiations on the EU budget for 2007-2013. In 2004 he became director of analyzes and strategies at UKIE, and between 2008 and 2009 he was undersecretary of state there. After the UKIE became part of the Ministry of Foreign Affairs in 2010 , he was appointed Undersecretary there. After his recall in the same year, he became deputy head of the cabinet of Janusz Lewandowski , then EU commissioner for financial planning and budget. In 2012 he returned to the Polish Ministry of Foreign Affairs as State Secretary for European Affairs. Since November 2014, Piotr Serafin has been Head of Cabinet of the President of the European Council , Donald Tusk .

Piotr Serafin is married and has two daughters.
