Pyotr Yemelyanovich Nedbailo ( Russian Петр Емельянович Недбайло , Ukrainian Петро Омелянович Недбайло , Petro Omeljanowytsch Nedbajlo , English transcription Petr Emelyanovich Nedbailo * 12. July 1907 , Novo Nowizkoje, Chernigov Governorate , Russian Empire , now Nowonowizkaja , Oblast Bryansk , Russia , † first January 1974 ) was a Soviet legal scholar and diplomat .

Life

Pjotr ​​Nedbailo was born in 1907 in Novo Novizkoje in the Chernigov Governorate in Ukraine into a peasant family. In 1930 he completed his law degree at the Faculty of Law in Kharkov and worked there as a lecturer. In 1939 he was appointed to the Lvov State University and became dean of the Faculty of Law. He taught and researched in the field of constitutional law.

During the Second World War he worked in the Procuratorate of the Red Army in Odessa . After the war he taught again in Lviv . In 1947 he defended his legal candidate dissertation in Moscow, and in 1957 his dissertation in Lvov. In 1959 he became head of the Institute for Social and Legal Theory of the Shevchenko State University in Kiev , where he taught until the end of his life. In the following years he wrote fundamental writings on socialist constitutional law.

From 1959 to 1971 he was permanent representative of the Ukrainian SSR in the United Nations Human Rights Commission , from 1967 to 1968 its chairman. In 1968 he was awarded the United Nations Human Rights Prize.
