The Police College in Finland ( Finnish : Poliisiammattikorkeakoulu , Swedish Polisyrkeshögskolan ) is responsible for training command personnel and for research and development work for the Finnish police .

Administration and study

Between autumn and early winter 2007, the Finnish Police College moved from Espoo to Tampere . The Finnish Police School is also located in its new building .

The police college has around 90 employees, around 28 of whom work in the training department and around 32 in the research department.

Formal admission requirements for studying at the Police College are a certificate of general university entrance qualification , employment as a police officer and completed training with a passed police sub-command exam or police team examination at the police school. In both cases, professional experience as a police officer of three years is required. Police officers who already have a university degree can also be admitted to the course without the otherwise necessary proof of practical experience.

Mainly Finnish applicants will get a place at this special police college. Every year around 25 students are accepted into the only course for the police command exam (with 180 ECTS credit points ).

The course at the Police College is divided into two parts: The A-part with 126 credit points (three semesters) serves as a qualification for offices with the official title “komisario” or “rikoskomisario” ( police commissioner or criminal police commissioner ). After this A course, the students go back to their posts. The B-part with 54 credit points is only open to police officers who already hold an office as police superintendent or police chief ( ylikonstaapeli ) and who exercise a managerial function.

The course in the B part takes place in addition to normal duty as a police officer. The degree with the police command exam after passing the B-part creates the prerequisite for most senior positions in the Finnish police. For some of the highest positions, however, a scientific university degree ( ylempi korkeakoulututkinto ) with a master’s examination is required, which is offered in the master’s program “Security Administration” of the Faculty of Economics and Administration at the University of Tampere .

The course at the Police College is only open to police officers. Accordingly, the student officials receive their salaries, plus a daily course allowance and otherwise free medical care, accommodation and food.

History and future

The first previous institution of the Police College was the "State Police School", which was founded in 1918. This state police school was responsible for the sub-command and command training of all Finnish police forces. Team training, on the other hand, was a task of the Helsinki City Police Department and some other police forces. In 1961, the State Police School became the Police Institute, which was the only institution that carried out police training for all of Finland. In the same year, the Police Institute received new facilities in Otaniemi in Espoo . In 1974 team training was moved to the Tampere Police School . Thereafter, the Police Institute focused on sub-command and command training.

When the Finnish higher education system was changed in 1998, the Police Institute became a Police College and the police students became students. With this serious change in police training, responsibility for sub-command training was transferred to the police school alone. The Police College, on the other hand, with its university status, also conducts scientific research on police-related social and administrative topics.

In 2008, the police college and the police school were brought together again in a common building in order to be able to better incorporate the practical relevance of the professional careers of the police team and police sub-orders into the college education. The new police college also includes the police dog facility in Hämeenlinna .
