PopTop Software was a computer game developer based in Fenton, St. Louis , Missouri .
The company was founded in 1993 by Phil Steinmeyer. It gained fame through the business simulation Railroad Tycoon II , published in 1998 , the successor to the classic Sid Meier's Railroad Tycoon (1990). In July 2000 PopTop Software, together with the previous publisher Gathering of Developers , was bought by Take 2 Interactive .
With the satirical business simulation Tropico the company landed a surprise success in 2001. However, the development of the successor Tropico 2 took over Frog City Software , as PopTop concentrated on the third part of the Railroad Tycoon series; Railroad Tycoon 3 was released in 2003. With the turn-based strategy game Shattered Union , the studio released its last game in 2005. At the beginning of May 2006 it was announced that PopTop Software would be merged with the developer studio Firaxis , which also belongs to Take 2 Interactive .
