The 1033 program is a program of the Ministry of Defense of the United States that the US police the acquisition of decommissioned military equipment such as armored vehicles, helicopters or firearms permits. By 2014, around 8,000 of the 18,000 police districts had taken advantage of the program.

background

In 1995, the US Department of Defense launched a program that allows state security agencies (in the US: Law Enforcement Agencies ) to obtain military equipment free of charge. The Department of Defense's Logistics Department manages this program. The aim was to better equip authorities in the increasingly violent "war on drugs". At that time it was called "Program 1208".

Even financially weak police forces have access to heavy material. The local LEAs only have to pay for the shipping of the material and its maintenance. 13,000 local LEAs participated in the program.

equipment

The material made available ranges from M16 assault rifles ("RIFLE 5.56-MM, M16" since 1967 Ordonnanzwaffe of the US armed forces) to protected army vehicles ( Mine Resistant Ambush Protected Vehicles , MRAPs). The program contained the components vehicles (on land, water and in the air), weapons, computer equipment, fingerprint equipment, night vision equipment, radio and surveillance technology, first aid equipment, tents and sleeping bags, optical and photo equipment and other equipment.

criticism

The American Civil Liberties Union (ACLU) criticizes the fact that a paragraph in the agreements between the states and the DLA obliges recipients of the material to "use the property or initiate return" within one year. According to the ACLU, the 1033 program not only encourages the escalation of violence on the streets of Ferguson (see section on the death of Michael Brown ), but also encourages numerous operations by special forces that have never been and will never be made public. This form of " militarization " of the police disproportionately often targets Afro-Americans.

The US Senator Rand Paul , who for the presidential nomination of the Republican Party for the election in 2016 applied for, but was eliminated in the primary campaign, the program has sharply criticized the 1,033th The US federal government has "militarized" local police authorities and turned them into "small armies". This is an expression of a state that is becoming more and more powerful in all areas, which continues to restrict the freedom of citizens and is increasingly violent against all citizens, especially against non-whites.

After the death of the African-American schoolboy Michael Brown by the gun of a white police officer, rioting broke out in the small town of Ferguson . The local police in the small town also have heavy equipment. The martial appearance with armored vehicles and military weapons "additionally heated up the tense atmosphere". According to the US Army, Ferguson Police received at least two HMMWVs and other equipment.
