With the program for integration into the professional and working world (EIBE) of the Hessian Ministry of Culture , the entry into the professional and working world is to be made easier for young people of the state . It is funded by the European Social Fund . The first funding period covered the years 2000 to 2006 , the current period from 2007 to 2013 . According to information from the Ministry supervised site "Vocational training Hessen" are in the school year 2008 / 2009 Hessian at 65 vocational schools to schooled about 3,600 young people aged to 19 years as part of the EIBE measure.

Adolescents and young adults who are subject to extended full-time compulsory education in accordance with Section 59 (3) of the Hessian School Act , who have attended a general education school for at least nine school years and have completed the eighth school year are accepted into the funding measure . Adolescents and young adults who have already completed the extended full-time compulsory schooling and are not in a vocational training relationship can exercise their right to attend vocational school by participating in an EIBE measure according to Section 62 (3) of the Hesse Schools Act.

According to the project definition, the EIBE measures are aimed at disadvantaged young people and young adults, usually between 16 and 19 years of age who are resident in Hesse and who need special support because they are threatened with unemployment. This includes:

  • Young people who have not completed a secondary school leaving certificate or whose poor qualification makes it difficult to transition to an apprenticeship
  • Young people with a migration background including repatriates and
  • Young people from learning and educational support schools.
