Rachid Sfar ( Arabic رشيد صفر Raschid Safar , DMG Rašīd Ṣafar ; * September 11, 1933 in Mahdia ) is a Tunisian politician , political writer and former prime minister.

Studied and worked as a tax officer

His father Tahar Sfar was one of the co-founders of the Neo-Destur party alongside Habib Bourguiba in 1934 . After studying literature, law and economics at the Universities of Tunis and Paris and the French Tax Academy (École nationale des impôts), he joined the Ministry of Finance in the 1960 administrative service. In 1974 he was promoted to General Secretary of the Ministry of Finance.

Minister under President Bourguiba

Between 1977 and 1986, Sfar then heads various ministries. In 1977 he became Minister of Industry and then Minister of Defense in 1979. In 1980 he became Minister of Public Health in Mohamed Mzali's cabinet . Later he took over the Ministry of National Economy and in 1986 the office of Minister of Finance.

Prime Minister (1986 to 1987)

On July 8, 1986, he was appointed Prime Minister by President Habib Bourguiba to succeed Mohamed Mzali . As such, it is intended to balance the budget and strengthen the economy. At this point, the country's foreign currency holdings had sunk to near zero and the economy had weakened. Under the pressure of Bourguiba and in view of the rise of the Islamist movement, the normalization of democracy initiated by Mzali was no longer in the foreground of state policy. Sfar contributed to his rise by appointing Zine el-Abidine Ben Ali as Minister of the Interior and State.

After a little over a year in office, he was replaced as Prime Minister on October 2, 1987 by Ben Ali. Ben Ali, however, left Sfar in the positions of the 'Parti Socialiste Destourien' (PSD) and the ' Rassemblement constitutionnel démocratique ' (RCD) that later emerged from it .

Later political offices

From 1988 to 1992 he was the Tunisian representative to the European Community (EC). In 1993, President Ben Ali appointed him president of a commission to control the administration and finance. From 1997 he received a pension as a former prime minister. Until 2005 Sfar belonged to the Chamber of Counselors, the ' upper house ' of the Tunisian National Assembly .
