Council for the Arts

The Council for the Arts was founded in 1994, dissolved in 2005 and re-established in 2006, representing the interests of Berlin's artistic and cultural institutions, Berlin's independent institutions and artists, and Berlin's cultural industry, which is re-elected every two years by Berlin artists and cultural workers. The last election of the council took place in September 2018. The council will be active in its current composition until the next election in autumn 2020.

General

The council represents the interests of Berlin artists and cultural workers vis-à-vis the state of Berlin and the federal government. It consists of elected members who are supposed to represent the cultural landscape of Berlin, as well as other individuals who are directly appointed by the council. The council members are elected every two years. The basis for the choice are self-applications from individuals and suggestions. The council appoints two speakers. On April 22, 2008, the Council for the Arts adopted a constitution for the last time.

history

1990s

The council was established in 1994. In 1995 Helmut Kohl promised the council “full support” for the culture of the federal capital. In 1996, the council demanded that the importance of art and culture should be set down “explicitly and specifically” in the coalition agreement.

2000s

In September 2003 the representatives of Berlin's operas and theaters left the council. The theaters wanted to assert their concerns "in direct dialogue with politics", since "the increasingly complex financing issues of capital city culture, especially those of opera and drama theaters, overwhelm the council and block the necessary cultural-political debates more and more." 2005 the council dissolved in the meantime. Sabine Weißler, spokeswoman for the council at the time, justified this with the "structural changes in the Berlin cultural landscape", since many cultural institutions and their representatives had "migrated to federal sovereignty" and "the advisory mandate and the role of the council changed". In 2005 a start-up was announced. In February 2006 the new council was elected. On March 3rd in 2008 the council in Radialsystem V was elected again.

2010s

On March 29, 2010 a new council was elected in the House of World Cultures . On March 26, 2012 the council in the Sophiensælen was re-elected. 295 valid votes were cast. On March 25, 2014 the council in the Sophiensælen was re-elected. 365 valid votes were cast. Andreas Altenhof and Leonie Baumann were appointed as spokespersons for the council. “City Tax”, a “new property policy for culture”, “strengthening the financial situation of artists and cultural workers in Berlin” and “focusing on the cultural issues of the city” were named as the focus of work. On November 11, 2014, the council called on Frank Henkel to stop the criminal prosecution of the Maxim Gorki Theater and the Center for Political Beauty due to the "temporary transformation of the wall crosses on the 25th anniversary of the fall of the Berlin Wall". The council was re-elected on April 4, 2016. 424 votes were cast and 19 people were elected.
