Referendum in Nagorno-Karabakh in 1991

An independence referendum ( Russian Референдум о независимости Нагорно-Карабахской Республики ) was held on December 10, 1991 in the Nagorno-Karabakh Republic within the Azerbaijani SSR .

Independence was accepted by 99.89% of the electorate. It was boycotted by the Azerbaijani minority population in the Nagorno-Karabakh region , which made up almost 20 percent of the total population in the former Nagorno-Karabakh Autonomous Oblast .

The National Council of Azerbaijan then passed the ordinance "on measures to strengthen the legality and legal order in highland parts of Karabakh", in which the holding of the referendum in the "dubious Republic of Nagorno-Karabakh" was described as a provocation. The MPs of the Azerbaijani National Council instructed the Prosecutor General to bring "the group of responsible persons who carry out the unconstitutional decisions in Nagorno-Karabakh" to criminal responsibility.

Due to the difficult security situation and boycotts of the Azerbaijani population in the region, the referendum could not be recognized as legitimate.
