Referendum in Nagorno-Karabakh 2006

A constitutional referendum was held in the internationally unrecognized Nagorno-Karabakh Republic on December 10, 2006 to adopt a draft constitution for the country that would define Nagorno-Karabakh as the independent state of Artsakh .

The Republic of Azerbaijan, under its head of state Ilham Aliyev, condemned the referendum and declared it an unconstitutional attempt to undermine the peace process. The referendum was also condemned by the GUAM group under Georgia , Ukraine , Moldova and Azerbaijan, as well as by the European Parliament (see caviar diplomacy ).

The new Nagorno-Karabakh Constitution was adopted by 99.28% of the electorate, with a turnout of 87%.

The Co-Presidents of the Minsk Group of the OSCE, which is concerned with the settlement of the Armenian-Azerbaijani conflict over Nagorno-Karabakh, condemned the referendum in a statement. The document stated that the “referendum” was carried out by the authorities of the so-called “Nagorno-Karabakh Republic”, which is not recognized as an independent state by any representative of the international community, including the co-chair states of the Minsk Group. The co-presidents do not believe that such a “referendum” would help to resolve the Nagorno-Karabakh conflict. "Holding such a referendum, which will determine the final legal status of Nagorno-Karabakh, is particularly useless in view of the ongoing negotiations between Azerbaijan and Armenia, which are on a constructive path," the statement said.
