Avgustyn Voloshyn II government

The Avgustyn Voloschyn II government , led by the Prime Minister Avgustyn Voloschyn ( Ukrainian Авґустин Волошин , Czech Augustin Vološin ), was the third government of Carpathian Ukraine , the autonomous state of Czecho-Slovakia 1938-1939. She was in office from December 1, 1938 to March 6, 1939. She followed the Avgustyn Voloshyn I government and was replaced by the Avgustyn Voloshyn III government.

Government formation

During the tenure of this government, elections to the Sojm (parliament) took place on February 12, 1939 , as provided for in the law on autonomy. The only admitted party was Voloshyns Ukrajinské národní sjednocení (UNS), which managed to agree almost 93 percent of the vote, although it is reported that the nationalist paramilitary organization Karpatská Sič ( Karpati Sitsch / Карпатська Січ) held the elections in favor of Voloschyn (and the US) is said to have manipulated.

The Army General Lev Prchala was appointed on January 16, 1939 by the Czechoslovak central government in Prague as their representative as a minister in the autonomous Carpathian-Ukrainian government with originally extensive powers. Prchala was previously commander in chief of the IV. And then the III. Czechoslovak Army in Slovakia, also responsible for the Carpathian Ukraine and thus also for the defense of the country. This and his ministerial tasks provoked strong protests from the Ukrainian nationalist circles, so that in a compromise solution Prchala's powers in the government were pro forma restricted.

The ministers were in office throughout the regular term of office (from December 1, 1938, 1938 to March 6, 1939) unless otherwise stated.

  1. a b The date "on / from March 6, 1939" given in a few sources is an obvious confusion with the expiry of the term of office of this government on the same day.
  2. The composition of the four governments of the autonomous Carpathian Ukraine and the only government of the independent Ukraine in 1938/1939 can only be read with reservations. The documents, especially about the last short-lived governments, are very imprecise and sometimes contradict each other considerably. For safety reasons, appropriate instructions are given by the individual governments using alternative sources. Both Ukrainian and Czech sources were used, as the autonomous Carpathian Ukraine was de facto part of Czecho-Slovakia and its governments were also subordinate to the central government in Prague. The fact that in many cases the individual ministers did not determine all areas of competence from the beginning and not all areas of competence are mentioned in the documents also makes things more difficult.
