Oldřich Černík II government
The Czechoslovak government Oldřich Černík II , led by Prime Minister Oldřich Černík , was in office from January 1, 1969 to September 29, 1969. It followed the Oldřich Černík I government and was replaced by the Oldřich Černík III government .
Government formation, program
The constitutional law 143/1968 Coll. Of October 27, 1968 on the establishment of a federation, i.e. equal rights under constitutional law between the two parts of Czechoslovakia, was the only important item in the program of the reforms planned during the Prague Spring that was implemented. The law came into force on January 1, 1969, which forced the formation of a new government - the country's first federal government, which took office on January 1, under the chairmanship of the previous Prime Minister Oldřich Černík.
The formal competences and powers of the federal government were regulated by the Constitutional Law 171/1968 Coll. Of November 26, 1968 and restricted in relation to the previous governments because the republics, the Czech Socialist Republic and the Slovak Socialist Republic, received their own governments. Seven federal ministries and seven federal committees have been set up:
- Foreign Ministry
- Ministry of Defense
- Home Office
- Ministry of Planning
- Ministry of Finance
- Ministry of Foreign Trade
- Ministry of Labor and Social Affairs
- Pricing Committee
- Technical Development and Construction Committee
- Industry Committee
- Agriculture and Food Committee
- Transport Committee
- Post and Telecommunications Committee
- Press and Information Committee
The foreign and defense ministries were only set up at the federal level; the other institutions also had their counterparts in the governments of the different parts of the country. The other departments became the exclusive responsibility of the state governments. The ministries were headed by ministers, each of whom was assigned a state secretary, whereby the nationality proportion (Czech - Slovak) was respected. The federal committees were later converted back to ministries on January 1, 1971.
During the term of office of the Černík II government, the political cleansing of the so-called normalization began with full force - in the course of 1969 most of the protagonists of the Prague Spring were relieved of their posts in the state and in the party and society.

- Jan Pauly , Minister with no remit
The government also included the following state secretaries: Václav Pleskot , Ján Majer , Ján Kraus , Jozef Gajdošík , Ludvík Úbl , Vlasta Brablcová and Václav Dvořák .
Party affiliation
The government was formed from the unified list of the National Front , which consisted of the dominant Communist Party and bloc parties .
Governments of the constituent republics
Parallel to the government of the Czechoslovak Socialist Republic, the two partial republics ( Czech Socialist Republic and Slovak Socialist Republic , both only from 1969) also had their own government:
