Peter Colotka

Peter Colotka (born January 10, 1925 in Sedliacka Dubová , Okres Dolný Kubín , Czechoslovakia ; † April 21, 2019 ) was a Czechoslovak lawyer , university professor and politician of the Communist Party of Czechoslovakia KSČ ( Komunistická strana Československa ) and the Communist Party of Slovakia KSS ( Komunistická strana Slovenska ) , who was among other things Deputy Prime Minister of the Czechoslovak Socialist Republic (ČSSR) between 1968 and 1988 and Prime Minister of the Slovak Socialist Republic from 1969 to 1988 .

Life

Colotka attended high school in Dolný Kubín from 1942 to 1946 and then began to study law at the Comenius University in Bratislava in 1946 , which he graduated in 1950. During his studies he joined the Communist Party of Slovakia in 1947, to which he belonged until 1990. After completing his studies, he worked as an assistant at the Faculty of Law at the Comenius University in Bratislava between 1950 and 1956, during which time he also obtained his doctorate in law. In 1956 he became an associate professor and was also vice dean between 1956 and 1957 and then dean of the law faculty from 1957 to 1958 . After he was Vice-Rector of Comenius University between 1958 and 1961 , he joined the International Court of Justice (ICJ) in The Hague in 1962 , where he worked until 1970. At the same time, he completed studies at the University of Grenoble and the University of Paris between 1962 and 1963 . During this time he also took over a professorship for civil and family law at the Comenius University in Bratislava in 1964 .

In the mid-1960s, Colotka began his political career when he became a member of the Slovak National Council SNR (Slovenská národní Rada) in 1963 and was a member of it until 1988. At the same time he acted from 1963 to 1969 as judicial commissioner of the SNR (Povereník SNR pre spravodlivosť) . At the KSS party convention (May 12-14, 1966) he became a member of the KSS Central Committee (ZK) for the first time and was a member of it until 1989. On the XIII. At the KSČ party congress (May 31 - June 4, 1966) he also became a member of the KSČ Central Committee for the first time and was a member of this body until November 24, 1989. On April 8, 1968, he took over the post of Deputy Prime Minister of the Czechoslovak Socialist Republic (ČSSR) - Oldřich Černík III government - in the first government of Prime Minister Oldřich Černík and held this position in all subsequent governments until October 12, 1988 Governments Štrougal I , Štrougal II , Štrougal III , Štrougal IV , Štrougal V and Štrougal VI . At the beginning of the Prague Spring he supported the reform policy of the First Secretary of the Central Committee Alexander Dubček for a democratic socialism .

On January 1, 1969 Colotka became a member of the Federation Assembly (Federální shromáždění) , which he belonged to June 21, 1989. At the same time acted from January to April 1968 as the first President of the Federation Assembly and was replaced in this role by Alexander Dubček. On April 17, 1969, he also became a member of the Presidium of the Central Committee and was a member of this top leadership body of the party until October 11, 1988. He himself also took over the post of Prime Minister of the Slovak Socialist Republic within the ČSSR from Štefan Sádovský on May 5, 1969 and held this position until he was replaced by Ivan Knotek on October 12, 1988. During his term of office, the Slovak republic, which is lagging behind the Czech Socialist Republic, made considerable progress, especially in the economic, social and cultural areas. It was also possible to get closer to the production of the advanced Czech landscape. In addition, the introduction of several major projects in industry, energy, agriculture, housing, education, culture and sport followed, which led to a higher standard of living in this republic. At the KSS party congress (May 13-15, 1971) he also became a member of the Presidium of the KSS Central Committee and was a member of this body until 1988. Most recently, he was ambassador to France from October 1988 to January 19, 1990 .

After the Velvet Revolution of November and December 1989, Colotka was arrested on July 11, 1990 and charged with embezzlement, abuse of power and theft after the crackdown on the Prague Spring by Warsaw Pact troops and during the so-called " normalization " period. However, he was acquitted of these allegations and lived as a pensioner in Bratislava until his death .
