René Bissey

René Bissey is a French priest who was sentenced to long imprisonment for sexually abusing children . He worked in Caen .

Bissey was arrested in September 1998. In the process, Bissey said, who, according to a police psychiatrist, felt no remorse for having confided in his superior, Bishop Pican , several times in confession . Since early 1997, Bishop Pican had been informed of the abuse. Bishop Pican also reported that he had been briefed by the Vicar General of Normandy, Monsignor Michel Morcel, in December 1996 of the allegations made by the mother of one of the victims. The bishop had already received a first, anonymous letter in 1990. Pican stated on June 5, 2001 that he had stood by the perpetrator more than the victims and their families.

Bissey was transferred from Pican to the village of Mondeville ( Calvados department ) in Upper Normandy , where he was arrested.

The lawyer of a co-plaintiff stated that Bissey had abused eleven children entrusted to him with an almost “strategic, diabolical system” . Bissey was sentenced to 18 years imprisonment in October 2000 for raping a boy and sexually abusing ten other boys between 1989 and 1996.

As a result, Bishop Pican was charged with frustrating criminal offenses because he had failed to report the abuse he was aware of. This marked the first time in modern French history that a bishop appeared on trial as a defendant. Pican was sentenced to three months suspended prison sentence and a symbolic fine of one franc in September 2001. He declared during the trial that he would do the same again today. However, he waived another instance so as not to hurt the victims' feelings.
