The Resolution 14 of the UN Security Council is a resolution that the United Nations Security Council decided in the 84th meeting on 16 December 1946, nine votes. The United States and the Soviet Union abstained. The resolution dealt with procedural issues. The Presidency of the Security Council was adapted to a decision of the General Assembly according to which the period for the membership of the non-permanent members of the Security Council should start on January 1st and end on December 31st.

The term of office of a President of the Security Council previously ran from the 17th of the month to the 16th of the following month. The representative of the United States, Herschel Johnson , had been on the post since November 17th and should have given him up.

The Security Council noted that the General Assembly had decided to start rotation of elected members of the Security Council on January 1 and end on December 31. It also seemed desirable that the rotation of the presidency of the Security Council should begin and end on the same days.

Therefore, a decision was made to temporarily suspend Rule 18 of the Rules of Procedure to allow the United States Representative to fill the post of Security Council President from December 17 to December 31, 1946.
