UN Security Council resolution 1749

The Resolution 1749 of the UN Security Council is a resolution on the situation in the area of the African Great Lakes , which the United Nations Security Council has adopted unanimously at its 5650th meeting on March 28 of 2007.

In making its decision, the Security Council relied on resolutions 918 (1994) , 1005 (1995) , 1011 (1995) , 1013 (1995) , 1053 (1996) , and 1161 (1998) and also presented the Committee's report on Rwanda of December 28, 2006 (document S / 2006/1049), which was formed by resolution 918.

In doing so, the body reacted to the letter from the Permanent Representative of Rwanda to the United Nations of March 2, 2007 (Document S / 2007/121), which called for the termination of the measures under Section 11 of Resolution 1011 (1995). This stipulated that the member states had to report deliveries of weapons and similar material to Rwanda to the committee and that the Rwandan government had to mark, register and report such deliveries.

Rwanda's wish was based on the fact that the embargo was directed against the government that was ruling in Rwanda at the time of the adoption of Resolution 918 and which had been dismissed in 1994. The 918 Committee had already determined in 1996 that monitoring of arms deliveries was no longer necessary, but was unable to come to an agreement until 2006 due to disagreements. As early as September 1, 2006, the Security Council repealed the provisions of Section 13 of Resolution 918 (1994).

However, the Security Council continued to require all member states to cooperate with the committees established by resolution 918 and 1533 (2004) and the expert group, whose mandates had been renewed by resolution 1698 (2006) . He stressed the importance of failing to deliver weapons and related material to illegal armed groups.

The panel welcomed the signing of the Pact for Security, Stability and Development of the Great African Lakes Region on December 15, 2006 and called on the signatory states to ratify and implement it as soon as possible.

Under Chapter VII of the United Nations Charter, the Security Council decided to terminate the measures under Section 11 of Resolution 1011 (1995) with immediate effect.
