Frederick Edward Robin Butler, Baron Butler of Brockwell , KG , GCB , CVO , PC (born January 3, 1938 in Lytham St Annes ) is a retired British civil servant and life peer .

life and career

Butler was born to Bernard Butler and Nora Jones. His father was the managing director of a factory that produced paints.

Butler attended Harrow School in London , where he became head boy and was awarded a scholarship to the University of Oxford . There he played on the rugby team. and attended University College . Butler earned a Double First in Mods and Greats and a two-time Rugby Blue.

From 1961 to 1998 he made an important career in the civil service, including as private secretary to five prime ministers. He was Secretary of the Cabinet and Head ( Head ) of the Home Civil Service from 1988 to 1998.

In 1961 he entered the HM Treasury and 1964-1966 Private Secretary to the Financial Secretary (was Financial Secretary to the Treasury ) and Secretary ( Secretary ) of the Budget Committee from 1965 to 1969. Early in his career he was often with his namesake Rab Butler confused . Memos for Rab Butler, some of them strictly confidential, ended up on his desk and some of his on Rabs. Both agreed that all memos sent to “R. Butler ”should go to Rab's office first, and Rab's office will forward those intended for the other R. Butler. It was reported that the young butler, who was still playing top notch rugby, one day wrote a letter saying, “You have been selected for the Harlequins 1st XV on Saturday. Please be at Twickenham Stadium by 2pm . " Beneath it was the following message in Rab's characteristic handwriting: “Dear Robin, I have no time on Saturday. Can you represent me please Rab. "

In 1969 he was seconded to the Bank of England and several of the city's institutions. He later worked at the Treasury Department as Assistant Secretary to the General Expenditure Intelligence Division and led the team that installed the UK computerized financial information system from 1975 to 1977. From 1971 to 1972 he was a founding member of the Central Policy Review Staff under Victor Rothschild, 3rd Baron Rothschild . After holding various positions in the Treasury, he was Second Permanent Secretary for Public Expenses from 1985 to 1987 . Butler was Private Secretary to Prime Ministers Edward Heath (1972-1974) and Harold Wilson (1974-1975), and Principal Private Secretary to Margaret Thatcher (1982-1985). He was also Cabinet Secretary during the terms of Margaret Thatcher, John Major and Tony Blair . Butler was a Masters from University College from 1998 to 2008. During the same period he was Non-Executive Director of the HSBC Group . He is also Chairman ( Chairman ) of the Corporate Sustainability Committee .

In 1999 he was a member of the Royal Commission on the Reform of the House of Lords .

Other offices

From 1987 to 1991 he was Chairman ( Chairman of Governors ) of the Harrow School and from 1997 to 2003 of Dulwich College . From 1998 to 2008 he was the Non-Executive Director of Imperial Chemical Industries . Butler is an advisor ( Advisor ) of the Investment Company TT International plc and Chairman since 2009 ( Chairman ) of the King's Health Partnership Board . He is also a member of the Council of Management of the Ditchley Foundation , Chairman ( Chairman ) of the HSBC Education Trust and a member of the Mitsubishi Oxford Trust . He is an honorary member of the Worshipful Company of Salters , a Livery Company , as well as its Masters from 2011 to 2012.

Butler was a Masters from University College from 1998 to 2008 . Since 2012, he is the patron ( saint ) of PMRGCAuk .

Membership in the House of Lords

Butler was named a Life Peer as Baron Butler of Brockwell, of Herne Hill in the London Borough of Lambeth on February 12, 1998 as part of the 1998 New Year Honors List . He gave his inaugural address in the House of Lords on December 8, 1999. There he is a crossbencher . On the website of the House of Lords, he mentions higher education , constitutional issues and the civil service as topics of political interest .

In February 2004 it was announced that Butler would lead an investigation into pre- Iraqi intelligence activities . It was partly feared that he would judge unilaterally in the interests of the government. His report, widely known as the Butler Report , concluded that the intelligence reports on Iraq's possession of weapons of mass destruction were severely flawed.

Since 2010 he has been a member of several committees, Intelligence and Security ( Cabinet Office ) , the Leader's Group on Review of Working Practices and the Delegated Powers and Regulatory Reform Committee .

Working in public

In a lecture at the Open University , he commented on a lack of trust in public figures and on the subject of corruption. He also held a seminar at the Mile End Group .

Honors

Butler became Commander of the Royal Victorian Order in 1986 . In 1998 he became Knight Commander of the Order of the Bath , in 1992 he was Knight Grand Cross of the Order of the Bath. On 23 April 2003 he was appointed as Knight campanion in the Order of the Garter was added. He has been a member of the Privy Council since 2004 .

family

Butler married Gillian Lois Galley, known as Gill, in 1962 and they are married to this day. They have one son and two daughters.

He moved to London in November 2008 , having previously lived in Oxon .
