Dearing model

In February 1996, the Conservative government under John Major and the Labor opposition set up a commission (National Committee of Inquiry Into Higher Education) with the task of looking for ways out of the worsening financial and structural crisis at universities . This commission was headed by the recognized education expert Ronald Dearing. The report, which is hotly debated in politics and the public, has become known under his name ( “Dearing Model” ) and comprises ten volumes with almost 2000 pages. The main points of the report were the introduction of tuition fees and the replacement of scholarships to cover the cost of living with loans, a further increase in the student quota from now 32 to 35 percent within a year, the flexibility of university access, the demand for a closer relationship between university and business as well promoting research.
