Rubén Armando Costas Aguilera (born October 6, 1955 in Santa Cruz de la Sierra ) is a Bolivian politician and elected Prefect of the Santa Cruz Department . He is married to Sonia Vincenti and the father of four sons Ruben, Nicolas, Jose Gustavo y Leonardo.

Political career

Costas is an agronomist by profession . He was head of the "Federation of Cattle Breeders of Bolivia" (Confederación de Ganaderos de Bolivia) , the "Association of Milk Producers" (Asociación de Productores de Leche) , the "Chamber of Agriculture of the East" (Cámara Agropecuaria del Oriente (CAO)) and the "Santa Cruz Civic Committees" (Comité Cívico de Santa Cruz) in 2003 and 2004.

In the presidential elections on December 18, 2005, the prefects of the nine departments of Bolivia were elected directly by the people for the first time. Originally this was not provided for by the constitution and the Bolivian President appointed the prefects. After negotiations, however, the Bolivian parliament voted for a law on the direct election of the prefects.

Since his election, Costas has developed into a conservative opponent of the simultaneously elected president and leader of the socialist Bolivian party Movimiento al Socialismo (MAS), Evo Morales .

Costas is also driving the efforts of the Santa Cruz Department for internal autonomy. In Bolivia, the richer eastern departments of the Bolivian lowlands, the so-called "Media Luna", are striving for more independence from central authority. See: Bolivia: Constitution
