Rudolf Summer
Rudolf Franz Summer (born May 8, 1935 - March 11, 2014 ) was a German legal scholar .
Life
Summer studied law at the Universities of Munich and Würzburg . After his doctorate as Dr. jur. in 1959 he worked for many years in the Bavarian civil service. From 1983 to 1999 he was President of the District Finance Office in Munich. Since 1990 he has been an honorary professor at the University of Augsburg . He was editor of the magazine for civil service law .
His main focus was civil service law. Summer advocated its further development in compliance with the constitutional requirements. He particularly emphasized the principle of responsibility (responsibility for the rule of law) as a legitimation factor for the professional civil service.
