The DBB Beamtenbund und Tarifunion (formerly Deutscher Beamtenbund , own spelling dbb beamtenbund and tarifunion ) is an umbrella organization of unions in the public service and the private service sector with 43 member unions based in Berlin . With over 1.3 million members, the DBB is - after the German Trade Union Federation (DGB) - the second largest trade union umbrella organization in Germany. Ulrich Silberbach is chairman of the DBB . Young members of the civil service association are organized in the DBB Jugend (dbbj) with around 150,000 members. The Civil Service Association is divided into 16 regional associations. The largest regional association is North Rhine-Westphalia with over 190,000 members. The largest member association with 140,000 members is the Association for Education and Upbringing .

history

The DBB was founded on December 4, 1918 as an "amalgamation of German civil servants 'and teachers' associations on a trade union basis" and a. by the DDP MP Ernst Remmers (1868–1937), who became its first chairman. In 1926 the DBB merged with the civil servants' departments of the Christian trade unions , in 1928 with those of the liberal trade unions . After the seizure of power by the Nazis in 1933 he was selected by the NSDAP dissolved by Hermann Neef as Reich Federation of German officials re-established (RDB) and then operated into line . With the Control Council Act No. 2 of October 10, 1945, the Reichsbund was banned by the Allied Control Council and its property was confiscated. In 1949 it was re-established from various regional associations at the federal level. In 1971 the DBB had 707,000 members. Due to a change in the statutes and the opening up to workers and employees of the public service, the German Association of Civil Servants has been called dbb Beamtenbund and Tarifunion since 2003 .

The highest body is the trade union day, which meets every five years. The federal executive board and the federal executive board decide the most important matters in the time between the trade union days. The federal management executes the resolutions passed by the other bodies and is responsible for their proper implementation.

The trade union days of DBB and DBB Tarifunion agreed to merge the two organizations on November 12, 2012 in order to represent trade union interests more efficiently. With the merger, DBB is itself a collective bargaining partner and can conduct collective bargaining directly. The collective bargaining union and DBB Beamtenbund represent around 360,000 collective bargaining employees. Willi Russ, second federal chairman of the DBB, acts as DBB's expert on tariff policy and heads the DBB's national tariff commission (BTK).

Until the merger with the DBB, the DBB Tarifunion was an independent organization; it represented the interests of the employees, workers and trainees of the trade unions of the DBB and had 39 trade unions as members. The chairman was Frank Stöhr ( komba ) until November 2012 .

The collective bargaining organization founded on December 8, 1969 as a community of trade unions and associations of the public service (GGVöD) has been approved for collective bargaining in the public service since 1974 . From 1976 to 1994 there was a collective bargaining agreement with the German Employees' Union (DAG) and the Marburger Bund . On November 8, 1999, the GGVöD was renamed DBB Tarifunion.

The DBB's negotiating partner is the federal government , the collective bargaining association of the German states , the association of municipal employers' associations and the Deutsche Bundesbank . In addition, in- house collective agreements are also concluded.

At the beginning of 2007, the dbb collective bargaining union formed the faculty from the teachers' unions ( VBE , BLBS , DPhV , VDR , VHW and VLW ). The likewise new dbb TU Department of Health coordinates collective bargaining in the health sector ( hospitals , care facilities, etc.).

The German Association of Civil Servants is based in the DBB Forum Berlin at Friedrichstrasse  165–170, between Französische Strasse and Behrenstrasse in Berlin-Mitte . After the land had been purchased by dbb in 1996/1997, the DBB Forum was planned by the Bonn architect Karl-Heinz Schommer . The construction work lasted from September 1999 until the first occupancy in September 2001. The dbb Forum offers an atrium of approx. 1,250 square meters and numerous conference and office rooms for 220 employees and 80 service staff on an area of ​​approx. 21,200 square meters.
