The University and Science Association (vhw) is a German professional association. It sees itself as the professional and professional representation of those working in the scientific field. It was founded in 1973 and is the trade union of the dbb beamtenbund and tarifunion for the higher education sector . As a member of this top trade union, the vhw has a say in collective bargaining issues and, in particular, a right to be heard . Therefore, the education and science ministers at federal and state level are obliged to include the vhw in their legislative processes and thus in their university policy. There are close contacts between the federal executive board and the incumbent federal education minister and the state executive boards with all incumbent state education ministers.
The university association includes all types of university and is open to all university employees. He represents the professors at universities , colleges , technical colleges , teacher training colleges and art colleges as well as the scientific staff and all other people working at universities and non-university scientific institutions .
At the state level, the association groups are organized in a state association. The goals of the vhw are represented and realized by the state board at state level externally and internally. The federal association of the vhw bundles the goals of the regional associations. All state chairmen are represented on the federal board. It meets at least once a semester, discusses the current problems and works out solutions to the problems at hand. Every four years a meeting of representatives takes place at the federal level, in which the regional associations are represented differently according to their size. The Assembly of Representatives elects the executive federal board and determines the principles for the work of the vhw.
The day-to-day business at federal level is carried out by the executive federal board. It represents the interests of the members at the federal level, especially vis-à-vis the Bundestag , federal ministries and university organizations . The federal executive board consists of the federal chairman, two deputies, the treasurer and up to four other voting members for special tasks. The founding chairman and later honorary chairman was Berndt Heydemann (1973 to 1987), long-term national chairmen were Reinhard Kuhnert (1987 to 1999) and Elke Platz-Waury (1999 to 2011).
The association magazine of the vhw is called vhw mitteilungen . It appears about three to many times a year. In addition to representing the interests of higher education institutions, the vhw offers its members a range of services, for example free legal advice and legal representation in the context of legal protection. The members receive further discounts through the official social welfare work (BSW) and the dbb vorsorgewerk .
