It is supposed to organize the employees of the Berlin districts and the state of Berlin. The union was founded on February 23, 2004 and organizes white-collar workers, workers and civil servants in the district and senate administrations as well as the subordinate institutions, institutions under public law and the privatized areas of the state of Berlin.

The union is a member of the dbb beamtenbund and tarifunion berlin and of the federal organization of the komba union. All tariff matters are managed in close coordination with gkl berlin by the dbb tarifunion - as a nationally and nationally recognized tariff partner.
