Alfred Krause (trade unionist)

Alfred Krause (born January 27, 1922 in Gelsenkirchen ; † May 23, 2019 in Berlin ) was a German trade unionist . From 1959 to 1987 he was federal chairman of the German Association of Civil Servants .

Life

Krause began his professional activity as a civil servant candidate at the Deutsche Reichsbahn on April 1, 1937. After participating in the war, most recently as a lieutenant and company commander, and imprisonment, Krause returned to rail service and in 1952 rose to the higher service . Alfred Krause retired in 1985 as a member of the Federal Railway Authority.

Alfred Krause began his trade union activity in 1949 as a member of the works and staff council at local and district level and as a member of the executive board of the union of German Federal Railway Officials, Workers and Salaried Employees (GDBA) in the DBB. From 1951 to 1959 he was a member of the Federal Board of Directors of the DBB as assessor and later as deputy chairman. From 1959 to 1987 Alfred Krause was Federal Chairman of the DBB.

One of the successes of the DBB under the chairmanship of Alfred Krause in the 1960s was in particular the improvement in salaries and pensions, which were enforced after hard disputes, especially with the then Federal Chancellor Ludwig Erhard .

In the 1970s, Krause, among other things as a member of the study commission set up by the federal government for the reform of public service law, influenced the confirmation of the professional civil service within the framework of the reform discussions on behalf of the DBB.

In the early 1980s, Krause contributed to easing the savings measures in the public service and to overcoming the so-called zero round. The federal chairman promoted the public discussion on fundamental questions of the public service through the civil service policy working conferences that he initiated and that have been held at the beginning of each year since 1959.

Alfred Krause, member of the CDU since 1958 , represented the German Association of Civil Servants as federal chairman in numerous national and international institutions and bodies. As a representative of the DBB, he was a member of the Economic and Social Committee of the European Community (EC), was Vice-President of the International Confederation of Civil Servants (Confédération Internationale des Fonctionnaires - CIF), was a member of the ZDF television council and represented the DBB in the self-help institutions of the public Service.

Until 1991, Krause was a member of the government commission " Bundesbahn " set up by the federal government . Until the end of 2000 he was chairman of the Scientific Institute for Public Service (WIÖD) e. V. There, Alfred Krause dealt with problems and questions of public administration with a focus on " new countries ".

Alfred Krause was married and has one son. He died very old on May 23, 2019 in Berlin .

  • The DBB Federal Representative Conference in 1987 elected Alfred Krause unanimously as honorary chairman of the DBB in recognition of his services. The honorary chairmanship was revoked in 2003 by the DBB because of differences of opinion.
