The Strana Práv Občanů ( SPO , German  party of civil rights ) is a small Czech party of the center-left spectrum, which was founded in October 2009. Behind the foundation are mainly political companions of the former Social Democratic Prime Minister Miloš Zeman , who left Social Democracy in 2007 in the dispute over the political course. Zeman initially stood by the party as a "trainer". He also led them in the 2010 general election ; while he ran for election in the constituency of the then Social Democratic opposition leader Jiří Paroubek .

In the House of Representatives election in the Czech Republic in 2010 , the party did not make the jump over the five percent hurdle with 4.33% and thus failed to make it into the House of Representatives. Nevertheless, the relatively good result is likely to have been mainly at the expense of the Social Democrats, who at 22.1% had lost around 10 percentage points compared to the last elections. Zeman retired from the presidency after the elections, but was elected honorary chairman. In the elections to the parliaments of the Czech regions ( Kraj ) in 2012, the party achieved 3.08% of the vote nationwide. In two regions ( Zlín and Pardubice ), however, she managed to jump over the 5% hurdle.

Miloš Zeman

The SPO sent Miloš Zeman into the running in the 2013 presidential election . Zeman was elected President of the Czech Republic with 54.8% in the second ballot.

In the early parliamentary elections in 2013 , the party only achieved 1.51%, although it had previously been above the threshold of 5% in some of the polls .

The party was chaired from March 2014 to March 2018 by the former President of the Czech Chamber of Agriculture Jan Veleba . Veleba was elected to the Senate as an independent candidate in 2012 . Lubomír Nečas has been chairman of the SPO since March 2018 .

With Jan Veleba the party is currently (as of June 2014) represented in the upper house of the Czech Parliament. In the Senate, Veleba forms a parliamentary group with the Senators Jaroslav Palas and Jozef Regec, elected for the ČSSD in 2010 , the two Senators of the KSČM and the Senator Jaroslav Doubrava, elected for the North Bohemian regional party Severočeši.cz , of which Veleba is chairman.

Politically the party stands u. a. for the introduction of direct elections for mayors and district captains.

The party was now suspected of being financed by the Russian oil company Lukoil .

renaming

At the party congress on March 30, 2014, the party deleted the addition ZEMANOVCI (Zeman's People) from its title and renamed itself Strana Práv Občanů . At the same time, the previous party chairman Zdeněk Štengl was replaced by Jan Veleba. The party wanted to start a new beginning and drew the consequences of the low result in the 2013 parliamentary elections , in which the party only won 1.5% of the vote.

In the 2016 regional elections , the SPO ran together with the right-wing populist Svoboda a přímá demokracie (SPD) in 11 of the 13 regions . The joint lists accounted for just over 5% nationwide.
