The 2010 parliamentary elections in the Czech Republic took place on May 28 and 29, 2010. In the election, the members of the House of Representatives were redefined.

initial situation

The government under Prime Minister Mirek Topolánek (ODS) was overthrown on March 24, 2009 by a vote of no confidence. It was replaced on May 8, 2009 by a transitional government under Jan Fischer (non-party official). The fishermen's government is made up of high officials, half of whom were appointed by the ČSSD and the other half by the previous government ( ODS , KDU-ČSL and Greens ). First, early elections were set for October 9th and 10th, 2009. On September 10, 2009, the Constitutional Court rejected the constitutional law on the implementation of early elections to the House of Representatives as unconstitutional. The election on October 9th and 10th, which was already in preparation, was thus stopped. The new date was set on May 28 and 29, 2010, which was the last possible date of the regular election period.

Electoral system

The House of Representatives was elected using proportional representation. There was a 5% threshold . The legislative period was 4 years.

The social democratic ČSSD was the favorite . At the last regional elections in autumn 2008, the Social Democrats won the upper hand in 13 of the 14 regions. Surveys between January and April 2010 saw the ČSSD around 30% (downward trend), the bourgeois democratic ODS between 20 and 25% (downward trend), the communist KSČM and the conservative TOP 09 each between 10 and 15% and the one on direct Democracy-oriented center party Věci veřejné has increased sharply since January, most recently by 10% in May 2010. The Christian Democratic People's Party KDU-ČSL , the green SZ (both members of the Topolánek government) and the newly founded left-centrist small party SPOZ around the former Prime Minister Miloš Zeman were around the five percent threshold or just below it .

The chairman of the ČSSD Jiří Paroubek had announced in advance that he would prefer a minority government. At the last election in 2006, a project by a minority government under the tolerance of the communist KSČM had failed.

    The winner of the parliamentary elections was the social democratic ČSSD, but with significantly fewer votes than predicted by the forecasts. The bourgeois ODS and the communist KSČM roughly achieved their expectations. In addition, the newly founded TOP 09 (which formed an alliance with Starostové a nezávislí, among others ) and VV entered parliament. The KDU-ČSL and SZ, last represented in an elected government, missed the five percent threshold, as did the newly founded SPOZ. Due to the poor performance of the ČSSD, KDU-ČSL, SZ and SPOZ, the respective party leaders of these four parties resigned.

    In place of the expected left-wing government, talks began shortly after the election to form a center-right government. After the formation of a stable coalition of ODS, TOP 09 and VV had emerged, President Václav Klaus appointed the chairman of the ODS, Petr Nečas , as the new Prime Minister on June 28, 2010 and charged him with forming a government. The well-educated Petr Nečas government did not survive the legislative period despite an initially quite large majority. The VV resigned from the government in April 2012, although the spin-off LIDEM - liberální democé initially secured a majority for it. However, after Prime Minister Petr Nečas resigned in June 2013 and in connection with the formation of the successor government, Jiří Rusnok, it became apparent that there was no longer a stable majority for a government alliance in parliament after various factions left and excluded, the House of Representatives dissolved with 140 to 7 votes (of 200 MPs) on August 20, 2013 and cleared the way for early elections .
