The series locomotives 4E1 of the Georgian Railway are broad-gauge electric locomotives .

The Tbilisi electric locomotive plant began to design new four-axle electric locomotives for use in Georgia in 2000 . The aim was to achieve a higher performance than the ВЛ22М (WL22M), which was still widespread in Georgia at that time . For this purpose, the construction of the ВЛ15 (WL15) consisting of two six-axis sections and the Э13 (E13) consisting of two four-axis sections were used. The main purpose should be passenger trains and light freight trains.

Two locomotives of the new series were completed in 2000 and assigned to the Georgian Railway (Sakartwelos Rkinigsa) as 4E1-001 and -002. The locomotive body was designed as a welded all-steel construction with corrugated side walls. The ТЛ-3 (TL-3) engines of the ВЛ15 were taken over.

4E1-001 reached Kutaisi and was used there on the route to Zqaltubo and as a through car feeder to Rioni station on the main Poti – Baku line. It was still present in Kutaisi in 2013. 4E1-002 remained in Tbilisi , her whereabouts are unknown.

In parallel with the 4E1, the 4E10 series was created from 2000 , also in a four-axis version, but based on the ВЛ11M (WL11M) and therefore with a slightly lower performance.
