Samuel Rapapa

Tsoinyana Samuel "Sam" Rapapa (born March 23, 1962 in Basutoland ) is a politician from Lesotho . He is chairperson of the ruling party All Basotho Convention (ABC) and was nominated by ABC in February 2020 as a possible successor to Prime Minister Thomas Thabane (ABC).

Life

Rapapa was born in 1962 to Makutselane and 'Matšabalira Rapapa. He grew up with three brothers and two sisters in Maphatšoaneng near Mapoteng in today's Berea district . Samuel Rapapa came into contact with political issues at an early age: his father Makutselane was a member of the Basotho Congress Party (BCP) and was beaten up in the family home in 1970 after the election won by the BCP but was canceled by the government at the time, and then after internal security Act imprisoned for nine months. When Rapapa was in fifth grade, he saw his teacher's arm broken by security forces. Rapapa graduated from the National University of Lesotho a Bachelor of Commerce in Accounting (German: " Accounting "). In 1989 he received a degree in Chartered Accountancy (German: " Wirtschaftsprüfung ") at the Center for Accounting Studies . Finally, he earned a postgraduate degree in financial management from the Indian Institute of Financial Management and Research .

After a long period in the private sector, Rapapa joined the BCP in the mid-1990s. In the 1998 election , he lost his constituency significantly against the candidate of the Lesotho Congress for Democracy . In 2006 he moved from BCP to the newly founded ABC. Until June 2014, he was Principal Secretary in the office of Prime Minister Thomas Thabane. He then moved to the Ministry of Tourism, Environment and Culture . In 2015 he resigned in order to be able to run in the 2015 election in the constituency of Mosalemane, of which Maphatšoaneng belongs. This time he won the constituency, but the ABC was no longer involved in the government. In the 2017 election , Rapapa was able to defend its seat, defeating his brother, former physics professor Ntoi Paul Rapapa ( Alliance of Democrats ).

In February 2019 Rapapa was elected Chairperson of the ABC. After the alleged involvement of Prime Minister Thabane in the Lipolelo Thabane murder case and his announced resignation before the end of the legislative period, at the latest at the end of July 2020, the National Executive Committee of the ABC nominated Rapapa as successor candidate on February 24, 2020. He was given preference over the deputy party chairman Nqosa Mahao , because he is not a member of the National Assembly and therefore cannot become prime minister. Rapapa's nomination was controversial within the ABC. However, on March 22, the group preferred the incumbent finance minister Moeketsi Majoro by 26 to 18 votes .
