Schinoasa is a Roma village, and the community to Tibiriçá in Rajon Calarasi ( Moldova belongs).
geography
The village is about 3 km from the outskirts of Țibirica in a valley on the road from Țibirica to Frumoasa .
history
The exact history of the village is not known, the village has existed since the end of the 19th century. A Roma named Andronic got a piece of land from a squire when he started working for him.
Until 1970 the village was independent, but had no mayor, but a representative on the Țibirica municipal council . In 1970 the village was incorporated. With the incorporation, the kolkhozes were also merged.
After Moldova's declaration of independence, the land was privatized, the residents of Schinoasa were overlooked, only 5 people received land rights - 40 times less than the relative distribution in Țibirica. Since the village has no representative and hardly any land, the social and economic situation is catastrophic.
The place was only officially registered by Law No. LP88-XVI of April 24, 2008.
politics
status
The village does not have its own official political representative, the mayor of Țibirica is the legal representative of the place. The village elder (Romani: baron) is de facto recognized by the entire village and is regarded as a "representative".
Residents
70 families live in the village, which together make up around 400 people. According to the mayor of Țibirica , only 275 people are officially registered. One case of blackmail came to light in 1997 when the mayor of Țibirica forced residents to pay bribes in order to register newborns.
Ethnic groups
The residents are almost all Roma , but see themselves almost as Moldovans . Romani is unknown to the residents, they speak Romanian almost exclusively .
Unemployment rate
Unemployment is between 80 and 100%. The few employees find work as seasonal workers in the surrounding area or abroad. Even so, very few people receive unemployment benefits.
Registering self-employed work is associated with a registration fee, which is roughly equivalent to a month's wage, and is therefore unaffordable.

The village is not shown on any map and there are no signs indicating the place at the junction. The road to the village is a gravel road.
The village consists of two "streets" which are neither asphalt nor paved. Since there is no sewer system, the streets are repeatedly washed away and are then no longer passable with most vehicles for a long time.
Amenities
There are 4 wells in the village, which are not very deep and the water quality is very different. Although the villagers regularly complain about the water, there has been no improvement in years as the government does not provide the necessary funds.
The village is connected to the public electricity network, but the supply was interrupted from 1997 to 2002.
The houses have small stoves that can be used to heat a room in winter. However, the residents do not own anything from the surrounding forests, which is why they often cannot heat their houses even in winter. In 2002, a man was sentenced to 6 months in prison after cutting down a dead tree to heat his home for his 3 children.
The village does not have a connection to the telephone network.
Shopping
There are no shops in Schinoasa.
Educational institutions
The primary school on the "Baron's" property is in very poor condition. It offers approx. 30 seats in two classrooms. Only children in the first 3 grades are taught here. Lessons are often canceled. The teachers at the school are not from the village, they come from Țibirica , are not Roma and have a poor level of education themselves.
Since most families cannot afford the cost of the trip, hardly any children go to the surrounding secondary schools (5 to the grammar school in Meleșeni (2001), middle school in Țibirica).
The local public library has a very small inventory, mostly from the Soviet era, and therefore in Russian.
Development Assistance
Earlier attempts by development agencies have failed because local authorities confiscated the aid and sold it on the market. Christians from the Baptist congregation in Bravicea have been trying to help the residents of the village since 2009 . In summer 2010 a small playground was built for the children.
