The Swiss University Conference (SHK) is the highest political body in Switzerland . In accordance with the federal constitution, it realizes the joint coordination of the Swiss higher education system by the federal government and the cantons . The SHK meets as a plenary assembly or as a university council (representatives from 14 cantons). Specialist conferences, committees and commissions are responsible for special tasks. The constituent meeting took place on February 26, 2015.
The reason for its establishment is the Federal Act on the Promotion of Universities and Coordination in the Swiss University Sector, which came into force on January 1, 2015 and forms the basis for the work. The division of labor between the federal government and the cantons, tasks and responsibilities are regulated in the agreement between the federal government and the cantons on cooperation in higher education (ZSAV-HS).
The SHK awards project-related contributions as part of so-called SUK / SHK programs and cooperation and innovation programs and will be responsible for certain accreditations.
It succeeded the Swiss University Conference (SUK), which was founded on January 1, 2001. It is chaired by the Federal Council of the Federal Department of Economic Affairs, Education and Research . Both vice presidents are cantonal representatives. In the State Secretariat for Education, Research and Innovation (SERI), the headquarters of the SHK's management are in the Office for Universities.
The highest body is the plenary assembly , which deals with matters relating to the rights and obligations of the federal government and all of the higher education concordat cantons. The university council deals with matters relating to the tasks of the university authorities. The specialist conference consists of the 14 heads of office of the cantons sitting on the University Council, a representative of the General Secretariat of the Swiss Conference of Cantonal Education Directors EDK and two representatives of the State Secretariat for Education, Research and Innovation (SERI). It has the task of preparing the business of the university council for the attention of the presidium of the SHK.
Two standing committees (the world of work and university medicine) are responsible for special areas, and commissions can also be set up (currently one for university buildings).
There is close cooperation with swissuniversities , the rectors' conference of Swiss universities. The peculiarity of this form of organization results from the division of tasks and responsibilities ( subsidiarity ) between the federal government and the cantons, where the individual cantons are more independent than, for example, the German federal states and have more responsibility for their university policy. The coordination between the cantons and the delegation of tasks to the federal government as well as ongoing coordination are the tasks of these conferences.
Former Swiss University Conference 1969–2000
As early as 1969 to 2000, when the successor to the Swiss University Conference was founded, there was a Swiss University Conference Members of the SHK were in particular government councilors and rectors of the cantons, who represented the political and academic levels.
