The SeeCampus Niederlausitz is an education center in Schwarzheide , Brandenburg . Various educational institutions in the region are housed in the building - the Emil-Fischer-Gymnasium Schwarzheide and parts of the Lausitz high school. It is the first new PPP school with passive construction. Even during the construction phase, the project was awarded the 2010 Innovation Prize for Public Private Partnerships ( PPP ) in the school category. On June 20, 2012, the building was awarded the DGNB Silver Certificate from the German Sustainable Building Council.

The education center opened on February 17, 2011. It is the location for a high school , an upper school center and a library . A three-field sports hall , a canteen / cafeteria and extensive outdoor facilities are also integrated in the educational complex. The three-storey building is located on a plot of land that has been refurbished using mining methods on the north bank of the southern pond in Schwarzheide.

The SeeCampus property is around 58,500 m², the usable area is around 8,350 m² and the gross floor area is around 14,200 m². The building is 106.25 m long and 52.90 m wide. Construction began in October 2009. The building was completed in January 2011. The school authority is the Oberspreewald-Lausitz district . The cities of Schwarzheide and Lauchhammer , BASF Schwarzheide and the state government of Brandenburg were involved in the project. The contractor was PPP SeeCampus Niederlausitz GmbH, Bad Hersfeld. Planning and construction were carried out by Ed. ZÜBLIN AG realized. The operator of the building is DYWIDAG-Service-GmbH Frankfurt / M.

initial situation

Towards the end of the 1990s, due to the dramatic decline in the number of pupils in the Oberspreewald-Lausitz district, there was an increasing demand for a concentration of schools. In addition, the existing school buildings were in great need of renovation. At the same time, attempts were made to induce companies to relocate. Companies in the chemical and plastics industries form an industrial focus in the region. Against this background, the idea arose to build a new style education center with a scientific profile. The impetus for the project and the driving force from the start was, in addition to the district, BASF Schwarzheide , which expanded capacities at the time and tried to locate suppliers in the region. A qualified workforce is one of the most important prerequisites for a successful settlement policy. So the idea of ​​a new style educational center was born.

Project development and PPP

The project idea immediately met with broad approval from the state of Brandenburg, the district and the municipalities concerned. However, due to the tense financial situation of the Oberspreewald-Lausitz district during the project development and implementation period, the project was repeatedly called into question. A moderated process was started to sound out the opportunities and potential.

Realization was only possible through a “public private partnership” (PPP or PPP). This saved around 10% of the costs on this project.

Monitoring and Evaluation

In a scientific research project, the user-friendliness and efficiency of the building are continuously examined and potential for optimization is shown. In this way, energy-saving technology in particular is continuously improved and more and more finely tuned to requirements.
