Seini Oumarou

Seini Oumarou (born August 9, 1950 in Tillabéri ) is a Nigerien politician and was Prime Minister of Niger from 2007 to 2009. He comes from the west of the country, belongs to the Zarma ethnic group and is chairman of the National Development Society Movement (MNSD-Nassara).

Life

From 1987 to 1998 Oumarou was General Director of Entreprise nigérienne de transformation du papier (ENITRAP). In 1995 he became an employee of Prime Minister Hama Amadou . On April 16, 1999, he was appointed Minister of Commerce and Industry. Under the military regime of Daouda Malam Wanké and after the subsequent elections, he remained part of the government under Hama Amadou, who was again prime minister. His ministry has been renamed several times. On November 12, 2004, Oumarou was also responsible for health care. He fought against endemic diseases and for hospital reform. On December 30, 2004, he became Minister of State for Infrastructure in a new government. In this position he had the third highest rank after Amadou and Minister of State Abdou Labo . He retained that position when Amadou and his government lost a vote of no confidence on May 31, 2007.

President Tandja Mamadou elected Oumarou as Prime Minister on June 3, 2007. He was proposed for this position by the MNSD-Nassara and was one of three candidates put up for election to the National Assembly . Oumarou's appointment came against the opposition of the Democratic and Social Assembly (CDS-Rahama) and a number of social organizations because he was closely associated with his predecessor and possibly involved in the scandal that led to the no-confidence vote. Oumarou was sworn in on June 8th. Its 32-member government was appointed on June 9th. Oumarou said on July 13, 2007 that his government would not negotiate with the Nigerien Movement for Justice (MNJ) rebel group in northern Niger.

Oumarou was initially President of the MNSD Nassara Association in Tillabéri and a Vice President of the party's National Political Bureau. In 2009 he became party chairman. After leaving the post of Prime Minister, Seini Oumarou was President of the National Assembly from November 25, 2009 to February 18, 2010. He ran in the 2011 presidential election and got into the runoff, in which he was defeated by Mahamadou Issoufou of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya). In the 2016 presidential election , Oumarou was third out of fifteen candidates with 11.63% of the vote.
