Souley Abdoulaye
Souley Abdoulaye (* 1956 in Badaguichiri ) is a Nigerien politician and bank manager. He was Prime Minister of his country from 1994 to 1995 .
Life
Souley Abdoulaye was born in the Badaguichiri village of Kaoura Acha. In 1974 he passed the Baccalauréat at the Lycée Technique Dan Kassaoua in Maradi and then studied at the Luigi Bocconi University of Economics in Milan , where he graduated in 1977 in banking . In 1980, Abdoulaye was appointed director of the regional agency of the Nigerien state development bank in Zinder . He became Deputy Director in 1981 and Director of Lending Operations and Supervision of the Development Bank in 1985. As early as 1982 he obtained a Diplôme d'études supérieures in banking at the Conservatoire National des Arts et Métiers . Abdoulaye worked from 1987 as the central director of the legal department of the development bank and finally from 1990 to 1992 as its administrator. He also sat on the board of directors of several Nigerien companies, including the transport company Société Nationale des Transports Nigeriens (SNTN) and Société Nigérienne de Cimenterie (SNC), which operated the state-owned cement works in Malbaza .
Souley Abdoulaye became a party member of the Democratic and Social Assembly (CDS-Rahama) in 1991 . He was the party's treasurer and led its election campaigns for the 1993 parliamentary and presidential elections . From April 30, 1993 to September 28, 1994 he was Minister of Trade, Transport and Tourism in a coalition government under Prime Minister Mahamadou Issoufou of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya). In October 1993 he made a name for himself when he organized a plane hijacked from Nigeria to land it safely at Niamey Airport , to storm the plane and to arrest the hostage-taker. In 1994, the PNDS-Tarayya left the coalition and President Mahamane Ousmane , a party colleague of Souley Abdoulayes, appointed him on September 28, 1994 as Prime Minister of a minority government. A vote of no confidence in the National Assembly ten days after his appointment led to new elections. Abdoulaye remained in office as prime minister until a new government was formed on February 8, 1995. In January 1996 he became deputy party leader of the CDS-Rahama. Shortly afterwards, Ibrahim Baré Maïnassara came to power. Abdoulaye switched sides and joined Maïnassara's National Union of Independents for Democratic Renewal (UNIRD). In his government he was initially Minister of Transport from 7 August 1996 to 24 November 1997. At the founding congress of UNIRD's successor party, Alliance for Democracy and Progress (RDP-Jama'a) in August 1997, became its deputy party chairman. On December 1, 1997 he was appointed Minister of the Interior . As such, he was instrumental in the repression of the Maïnassara regime. When Maïnassara and his government were overthrown in a coup on April 9, 1999, Souley Abdoulaye's political career ended.
