Semen Fischelowytsch Hlusman (born September 10, 1946 in Kiev , Ukrainian SSR ) is a Ukrainian psychiatrist and human rights activist as well as a Soviet dissident . He is the Executive Secretary of the Association of Psychiatrists of Ukraine, Director of the Ukrainian-American Bureau for the Protection of Human Rights, and Director of the International Medical Rehabilitation Center for Victims of War and Totalitarian Regimes.

Life

Hlusman came from a Jewish family, but never felt himself to be a Zionist and later repeatedly refused the Soviet authorities' offer to travel to Israel. Between 1968 and 1970 he studied psychiatry at the Kiev Medical Institute. In 1971, Hlusman prepared a psychiatric report on Major General and dissident Pyotr Grigorenko , in which he concluded that Grigorenko was sane and was imprisoned in mental institutions for political reasons.

In May 1972 the KGB arrested him for "anti-Soviet agitation and propaganda". Im was accused of disseminating false information about human rights abuses in the USSR, including the abuse of psychiatry for political purposes , by distributing samizdat and tamizdat , the main reason being his refusal to diagnose Grigorenko with a mental illness. He was sentenced to seven years in a labor camp and three years in Siberian exile . During his stay in the camp, he continued his scientific and journalistic activities. In particular, he was the co-author of Vladimir Bukowski 's Psychiatric Handbook for Dissidents .

He is also the author of numerous scientific publications on human rights, ethics, social psychiatry and law in psychiatry. In absentia he was elected a member of the international PEN Club. His poems and prose have been published in Russian, Ukrainian, English and French.

Honors

  • 1977 The psychiatric hospital in Saint-Denis, France was officially named after Semen Hlusman.
  • 1998 laureate of the European Union - United States "for the development of democracy and civil society"
  • 1999 Winner of the national program "Person of the Year" in the category "Human Rights Defender of the Year"
  • 2001 winner of the American Psychiatric Association's "Protection of Human Rights" award for outstanding contributions to the organization of human rights and mental health in the world
