Semester fee

The semester fee (sometimes referred to as social contribution ) is a lump-sum compulsory fee that all students at a German university must pay to the respective student union before each semester . It is made up of contributions for the student body , AStA and student union as well as a possible contribution to administrative costs . In addition, other services, such as the semester ticket of the respective transport association in the public transport , are funded by this contribution. Occasionally, the semester fee also finances ancillary services such as dormitories , day-care centers , canteens and cafeterias as well as the cultural program and social counseling.

The fee is to be paid by every student regardless of income or liquidity and can only be waived or reimbursed if there is a regulation on hardship . The amount is the result of adding up the various costs and varies for each institution. Differences between locations in the same facility are also possible.

It is to be distinguished from the tuition fee , which is intended to reduce the costs of the studies incurred by the state or private institution of the university.

If a student does not pay the semester fee even after a grace period has expired, the universities usually provide for forced de-registration as a sanction.

Others

A student sued his father with the aim of getting the semester fee paid by him in addition to the regular maintenance. The OLG Düsseldorf (file number II-3 UF 97/12) dismissed the lawsuit in 2012. Students who receive the standard fee have to pay their semester fee from it.
