Siegfried Mureșan (born September 20, 1981 in Hunedoara , Romania ) is a Romanian economist and politician . Since the European elections in 2014 he has been a member of the European Parliament , deputy chairman of the budget committee and deputy member of the economic and monetary committee. Since January 2015 he has also been the press spokesman for the European People's Party (EPP). He is a member of the National Liberal Party of Romania ( Partidul Național Liberal (România) ).

Mureșan studied at the Academy for Economic Studies in Bucharest , where he received his diploma in 2004. He then completed a master’s degree in economics and management at the Humboldt University in Berlin in 2006.

Professional background

In 2006 Mureșan received a scholarship from the German Bundestag and was accepted into the Bundestag's international internship program. He then became an employee of the Chairman of the Committee on European Union Affairs of the German Bundestag , Gunther Krichbaum (until September 2009). Between September 2009 and February 2011 he worked in the European Parliament . In March 2011, Mureșan became Economic and Social Affairs Adviser to the European People's Party (EPP). In January 2014 he became senior economic policy advisor to the EPP.

Political career

In March 2014 he became a member of the Romanian People's Movement Party (PMP) and ran on their lists for the European elections (second place on the list). In the European elections on May 25, 2014, he was elected a Member of the European Parliament , where he is Vice-Chairman of the Committee on Budgets. Mureșan is also an alternate member of the Economic and Monetary Committee and a member of the delegation for parliamentary cooperation between the European Union and the Republic of Moldova. In January 2015, President of the European People's Party, Joseph Daul , announced Mureșan's nomination as press spokesman for the European People's Party (EPP). On May 7, 2018 he joins the National Liberal Party of Romania ( Partidul Național Liberal ).

First report in the European Parliament

Mureșan's first report as a member of the European Parliament foresaw the use of EUR 3,570,000 in EU funding to support the laid-off employees of Mechel Steel Plant in Câmpia Turzii . The report was adopted by a large majority in the plenary of the European Parliament in September 2014.

8.5 million euros aid for Romania after floods

In July 2015 the European Parliament approved aid amounting to 66.5 million euros to compensate for the damage caused by the floods in Romania, Italy and Bulgaria in 2014. The report was coordinated by Siegfried Mureșan. Thanks to this report, Romania received 8.5 million euros from the European Union Solidarity Fund to cover part of the expenses for emergency measures and the reconstruction of the infrastructure after the floods in April and May and July and August 2014 hit the country .

EPP Group negotiator for the 2017 EU budget

In 2016, Siegfried Mureșan was appointed negotiator for the European People's Party (EPP) for the 2017 EU budget . During the negotiations that led to the adoption of the 2017 budget, Mureșan managed to include all of the EPP Group's priorities in the approved budget. He advocated the programs COSME , Erasmus + , Horizon 2020 and the "Connecting Europe Facility" (CEF) for transport and infrastructure projects, and achieved an increase in their budgets of 50 million euros each. He also successfully negotiated macro-financial aid grants - an increase of € 15 million compared to the draft budget proposed by the European Commission - as well as an increase of € 500 million in the 2017 budget to support EU farmers affected by the crisis in the Dairy sector are affected.

On November 24, 2016, the European Parliament's Committee on Budgets appointed Mureşan as the European Parliament's rapporteur for the EU budget 2018. After a negotiation phase of more than 9 months, the European Parliament approved the 2018 EU budget of EUR 160.1 billion on November 30, 2017.

Compared to the European Commission's initial proposal, the final EU budget for 2018, negotiated by Mureşan, provides for an increase in programs whose main objectives are to reduce youth unemployment and support research, innovation and security. This budget increase also applies to the eastern neighborhood, including the Republic of Moldova. Compared to 2017, the budget foresees a 54% increase in Cohesion Policy payments for a total of EUR 46 billion.

Means for the fight against fake news in Europe

For the first time, the EU budget recognizes fake news and Russian propaganda as serious threats, for which EUR 4.9 million has been allocated from the EU budget. Of this, EUR 1.1 million has been allocated for preparatory actions to combat these phenomena. The European Commission received an increased allocation of EUR 3 million for strategic communications, in particular for the Eastern Neighborhoods and the Western Balkans. At the same time, the European External Action Service (EEAS) received 800,000 euros for strategic communication instruments.

Siegfried Mureşan obtains funding for InterRail tickets for young people to explore Europe

As a result of Mureşan's proposals, the EU budget also includes the initial funding of the InterRail initiative with 12 million euros, which provides 18-year-old Europeans with free InterRail tickets to discover Europe for a year.

Compared to the first draft budget proposed by the European Commission, the 2018 EU budget provides more funds for job creation at European level and for investing in research, innovation and citizen security.

Advocate for greater support for the Republic of Moldova

Siegfried Mureşan is a member of the delegation in the EU-Moldova Parliamentary Association Committee and promoter of the pro-European path of the Republic of Moldova. From December 8th to 12th, 2014 Mureşan organized a Moldovan art exhibition in the European Parliament in Brussels with the title “Moldovan Art for Your Heart”. Among the artists who exhibited their work were Elvira Cemortan-Volosin, Carmen Poenaru, Natalia Procop, Gutiera Prodan and Alexandru Medinschi.

Mureşan's amendments to the report on the work of the European Investment Bank (EIB) for 2013 called on the EIB to increase funding for its eastern neighbors, including Moldova. The report was adopted by the European Parliament's Committee on Budgets on March 9, 2015.

Mureşan participated as an international observer in the European Parliament's election observation mission during the two presidential elections in the Republic of Moldova on October 30, 2016 and November 13, 2016. After the mission, Mureşan said: "Discussions with representatives of civil society and the media were mainly about the need for more transparency in election campaign financing for the future, so that balanced access is ensured for all media and the objectivity of media broadcasts is improved".

During the meeting of the EU-Moldova Parliamentary Association Committee on December 14, 2016 in the European Parliament in Strasbourg, Mureşan said that the Republic of Moldova needs better electoral conditions, transparent funding of political parties and fair access for all media.

On April 4, 2017, the European Parliament's Committee on Budgets voted on Mureşan's request for EU support to the Republic of Moldova. As the rapporteur of the Committee on Budgets for the opinion on the European Commission's macro-financial assistance program for the Republic of Moldova of up to EUR 100 million, Mureşan asked for financial assistance only on condition that the Republic of Moldova achieved concrete results in important areas such as fighting corruption, strengthening independence the judiciary, the rule of law and the banking system.

Mureşan criticized the measures taken by the Romanian government and the Romanian parliament in 2017 and 2018 to amend the judicial legislation.
