The State University of Artsakh ( Armenian Արցախի Պետական Համալսարան ; Russian Арцахский Государственный Университет ) is the most important university in the internationally unrecognized Republic of Artsakh . It was founded in its current form in 1992, when Nagorno-Karabakh achieved de facto independence from Azerbaijan . The university is based in the capital Stepanakert and emerged from the former Stepananakert Pedagogical Institute. This in turn was founded in 1969 as an offshoot of the Baku Pedagogical Institute. The partner universities include the Russian-Armenian University in Yerevan and the California State University, Dominguez Hills .
The university has nine faculties and about 4,000 students.
