State Council (Grand Duchy of Frankfurt)
The State Council in the Grand Duchy of Frankfurt was an advisory body for preparing laws and a court.
The highest organizational patent of the constitution of the Grand Duchy of Frankfurt , issued in 1810, formed the constitution of the Grand Duchy. In this constitution, the Council of State was described in sections 17-25. It consisted of 9 people. The chairman was the Grand Duke, and the State Council also consisted of three ministers and six appointed councilors, as well as a general secretary.

The tasks of the Council of State were to participate in the legislative process. The laws were prepared and discussed in the State Council. The draft laws should then be presented by two members of the State Council to the committees of the Assembly of Estates of the Grand Duchy of Frankfurt and discussed there. Both the Council of State and the Assembly of Estates only had an advisory role. The decision on the laws rests with the Grand Duke. Since the Assembly of Estates was only called for a single session in 1810, the legislative procedure outlined by the constitution remained theoretical. In the case of administrative ordinances, the State Council also had the task of discussing and preparing this. Consultation of the stands was not planned here.
In addition, the State Council also had a judicial function. He was thus the court of competence for disputes between the administrative and judicial bodies. In the area of criminal law, the Council of State ruled whether the administrative officials charged should be brought to justice. Most recently he worked as the Grand Ducal Court of Cassation in Frankfurt . Analogous to the French court of cassation , it was thus empowered as the highest authority to overturn judgments.
