The ordinance supplements the provisions of Section 10 of the Soldiers Supply Act on the reservation of vacancies and contains provisions on the administrative procedure. A reserved position is a position in the German public service that is primarily filled with former soldiers from the Bundeswehr . A reservation point is a point set up by the federal government and the 16 federal states , which is used to record reserved positions and holders of integration and approval certificates (E or Z certificate) for the Bundeswehr.

Purpose of the 1999 revision
The aim of the new version was to reduce the administrative effort associated with the implementation of the reservation of vacancies and to increase the filling quota of the reserved positions with E / Z certificate holders. For this purpose, the tasks of the reservations were made more precise and standardized and the administrative work processes were shortened. Administrative procedures that are no longer required have been abolished, the monitoring and control functions of the reservation positions have been strengthened, and the application process has been made more flexible and streamlined with the aim of strengthening the soldier's personal responsibility for his professional future.
The Federal Council decided to amend the draft ordinance of the Federal Ministry of the Interior to the effect that no application from the recruiting authority is required for the release of reserved positions for non-holders of an E or Z note, because the reservation positions often equal the reserved careers for the careers offered Vacancies cannot report applicants ( Section 11 StVorV). Otherwise, the draft ordinance was approved unchanged.
Changes
The ordinance was last amended in 2005 by Article 4 of the Professional Advancement Development Act. In addition to editorial changes, the responsibility for determining the expiry of the right from the incorporation certificate has been transferred from the Federal Reserve Office to the Federal Ministry of Defense or a body designated by it.
