Stephen Andrew Carter, Baron Carter of Barnes , CBE , PC (* 12. February 1964 ) is a Scottish businessman and politician of the Labor Party , which previously was Minister for Communications, Technology and Broadcasting in the UK government.

life and career

Carter was born in Scotland and attended Currie High School in Edinburgh . From 1982 to 1987 he studied law at the University of Aberdeen , where he graduated with an LLB Hons . He was the President of the Student Union from 1985 to 1986. He later attended the London Business School , and the Advanced Management Program of Harvard Business School 1997th

He is currently Chief Marketing, Strategy and Communication Officer at Alcatel-Lucent .

After graduating from the University of Aberdeen , Carter started as an apprentice at the advertising agency J Walter Thompson UK . In 1995 he became Managing Director and two years later Chief Executive . In 2000, Carter became Chief Operating Officer of the British cable television company NTL . As a NYSE- listed company, he chaired the Chapter 11 bankruptcy protection proceedings investigated NTL, which at the time was in debt of £ 12bn. In late 2002, when the group was ready to carry out Chapter 11, Carter left NTL with a payout of £ 1.7 million in compensation, which included a £ 600,000 bonus.

The company triggered a class action lawsuit by shareholders that was settled by paying $ 9 million in late 2007. On January 21, 2003, Carter became the first chief executive of the British media regulator Ofcom . He resigned in October 2006 and was succeeded by Ed Richards before becoming Group Chief Executive of the Brunswick Group . Their customers include BP , British Airways , BT Group and EMI .

In January 2008, Carter became Chief Strategy Officer and Chief Advisor to Prime Minister Gordon Brown at 10 Downing Street . In order to take up this position, he had to continue his positions as Group chief executive at Brunswick Group LLP; resign as Non-Executive Director at Royal Mail Holdings plc and Travis Perkins and as Commissioner of the UK Commission for Employment and Skills .

Membership in the House of Lords

In October 2008, Carter was appointed Parliamentary Under-Secretary of State ( Undersecretary appointed) for Communications, Technology and Broadcasting. He has served on DBIS (previously DBERR ) and the DCMS and on the Prime Minister's National Economic Council . Since Carter was not a member of Parliament, it was necessary to make him a member of the House of Lords . Therefore, on October 15, 2008, he was appointed a Life Peer as Baron Carter of Barnes , of Barnes in the London Borough of Richmond upon Thames, and on October 16, 2008, he was introduced to the House of Lords. He was assisted by David Currie, Baron Currie of Marylebone and David Puttnam . In the House of Lords he sat on the front benches as Minister.

Carter was elected chairman ( Chairman ) of the Board of Governors of the Ashridge Business School appointed and is Vice-President ( Vice-President ) of UNICEF UK. On March 4, 2010, Carter became the new Chief Marketing, Strategy and Communication Officer for Alcatel-Lucent . In the House of Lords, he last spoke on December 2, 2009. He last took part in a vote on June 29, 2009.

His presence as a minister was very irregular and then decreased sharply. He was last present in 2010. Since July 14, 2011 he has been on leave of absence from the House of Lords .

resignation

Carter announced on June 11, 2009 that he would step down as minister following the publication of his Digital Britain report, just 18 months after starting his political career. The news, which the government initially wanted to keep secret, leaked to the press.

Further offices and honors

Carter serves on the board of 2Wire Inc , senior vice president and chief marketing officer for strategy and communications, and a non-executive director of Informa plc . He is a member of the Trustee of the Royal Shakespeare Company .

Carter was named Commander of the Order of the British Empire in 2007.
