The Environmental Energy Law Foundation is a non-university legal research institution . The non-profit foundation under civil law based in Würzburg was founded on March 1, 2011.

The foundation itself and as part of an interdisciplinary and European scientific network carries out research projects on legal issues relating to the transformation of energy supply in the areas of electricity, heat and transport, also known as the energy transition. In addition, based on these results, she advises federal and state governments as well as the EU Commission . It also supports the training of young lawyers in the field of environmental energy law by offering courses and promoting doctoral students.

Foundation purpose

According to Section 2 Paragraph 1 of their statutes, the purpose is "to promote legal science on environmental energy law, climate protection law and the law on sustainability of energy supply in order to contribute to the creation of the legal framework for sustainable and efficient energy supply from renewable energies". The foundation is primarily operational in order to realize the foundation's purpose.

Foundation and organization

On March 1, 2011, 46 private individuals, companies and associations founded the foundation on the initiative of Thorsten Müller. It ties in with the work of the Environmental Energy Law Research Center, which existed from 2007 to 2011 at the Law Faculty of the Julius Maximilians University of Würzburg . Since autumn 2011 the foundation has continued the research activities of the former research center.

The board consists of Thorsten Müller and Fabian Pause, the board of trustees consists of Helmuth Schulze-Fielitz (Würzburg), Franz Reimer (Gießen) and Monika Böhm (Marburg). The research work is divided into four research areas, which thematically cover the entire environmental energy law in the areas of electricity, heat and transport: "Law on renewable energies and the energy industry", "Law on energy efficiency and reduction", "Energy plant and infrastructure law" and " European and international environmental energy law and comparative law ”. The heads of the research areas together with the project managers form the scientific management of the foundation.

The research work takes place within the framework of projects that are regularly worked on in an interdisciplinary manner with other research institutes; in individual cases the foundation also carries out purely legal projects. The research projects are carried out through donations and the income from the foundation's capital, but for the most part with funding from the public sector, such as the Federal Government or the European Commission , and private research funding institutions, such as the Mercator Foundation . The research results are published in the Würzburg studies on environmental energy law (ISSN 2365-7138) and Würzburg reports on environmental energy law (ISSN 2365-7146), as well as in specialist journals, comments, compilations and monographs, etc. a. also published in the publications on environmental energy law published by Helmuth Schulze-Fielitz , Thorsten Müller and Sabine Schlacke (Münster).

Based on its research results, the foundation advises the public sector on the further development of the legal framework for the energy transition. The focus is on research on behalf of the Federal Ministry for Economic Affairs and Energy, but other clients are also state governments and the European Commission.

In spring and autumn, the foundation organizes the “Würzburg Talks on Environmental Energy Law” for science and practice-oriented events on current issues of legal development. In addition, workshops and technical discussions are held as “focus on environmental energy law” on current developments and issues relating to environmental energy law.
