The Swiss Peace Foundation - swisspeace is an independent, practice-oriented institute for peace research and promotion based in Bern . It analyzes armed conflicts and develops strategies for their sustainable settlement. The institute wants to make a contribution to improving conflict prevention and transformation.

The predecessor organization, the Swiss Peace Foundation, was founded in 1988 with the aim of promoting independent peace research in Switzerland. Today around 50 people work for the foundation. swisspeace is a member of the Swiss Academy of Humanities and Social Sciences and has been an associated institute of the University of Basel since 2010 .

The President of the Board of Trustees has been Jakob Kellenberger since the 25th anniversary on September 10, 2013 . Laurent Goetschel is its director.

Client

The most important clients include the Federal Department of Foreign Affairs , the Swiss National Science Foundation , the State Secretariat for Education, Research and Innovation as well as national and international organizations, foundations and think tanks.

Fields of activity

The purpose of the foundation is to help shape Swiss peace and security policy in research, conception, training, advice and communication, and to contribute to its implementation. It can take part in cooperations and found its own organizations. The foundation deals with the following topics:

Mediation

Third parties play an important role in facilitating dialogue between conflicting parties. In cooperation with the Center for Security Studies (CSS) at ETH Zurich, swisspeace advises peace mediators of the FDFA as part of the Mediation Support Project and offers annual training courses. Together with UN Women , the foundation is also currently working on the participation of women in the peace process and the issue of minorities in Myanmar.

Analysis and Impact of Peacebuilding

The search for conflict solutions requires a differentiated analysis of the conflict and the actors involved. Here swisspeace is working, for example, on the reintegration of officials in Gaza as a contribution to the reconciliation between Hamas and Fatah .

Dealing with the past

Violent conflicts, dictatorships and repressive regimes leave deep marks. Coming to terms with human rights violations and other crimes that have been committed has become a central concern of Swiss peacebuilding. swisspeace works with a holistic approach that was developed in cooperation with the Federal Department of Foreign Affairs and that is based on four pillars: the right to knowledge, to justice, to reparation and to non-repetition (see Figure 1). Since the establishment of a truth commission in Tunisia in 2014, swisspeace has been advising them on questions of access to archives, which are central to dealing with the past.

Statehood and conflicts

Whether state institutions will be able to function again after a conflict, whether a new state can be formed and how its relationships with society are shaped, is directly related to the history of the conflict. The focus of the foundation's commitment here is on Sudan, or the still young South Sudan.

Economy and peace

Business enterprises in conflict-affected regions are part of the conflict dynamic. For the timber company Danzer , which is active in the Democratic Republic of the Congo, swisspeace therefore created a manual on how to avoid and resolve conflicts after conflicts with the local population had previously escalated.

Gender

Women, children and men suffer from the consequences of war - but very differently. Supporting the implementation of the now fifteen-year-old UN resolution 1325 on the rights of women in war zones and the equal participation of women in peace negotiations is one of the foundation's central themes.

In 2014, a new offer was launched as part of continuing education at the University of Basel , where swisspeace offers the following programs, among others:

  • Certificate of Advanced Studies (CAS) in Civilian Peacebuilding.
  • Diploma of Advanced Studies (DAS) in Civilian Peacebuilding (30 ECTS);
  • Master of Advanced Studies (MAS) in Civilian Peacebuilding (60 ECTS).

Projects

KOFF platform

Together with the FDFA and around 50 NGOs, swisspeace also founded the Peacebuilding Competence Center (KOFF), a dialogue platform for Swiss governmental and non-governmental actors in peacebuilding.

OSCE

The foundation was also present in the context of the Swiss Chairmanship of the Organization for Security and Cooperation in Europe (OSCE) with numerous events in Basel. swisspeace pursued various projects on the subject of peace in the OSCE region and organized, among other things, the parallel civil society conference , which took place in Basel at the same time as the annual Council of Ministers meeting at the end of the year.
