Syndicate (Luxembourg)

In the Grand Duchy of Luxembourg, municipal associations are known as syndicate , French: Syndicat . In these communities, communities can come together in order to jointly fulfill certain tasks, initiate projects or operate community facilities.

The possibility of establishing syndicates goes back to a law of February 14, 1900. Changed several times over the decades, the current version dates from February 23, 2001, and was announced on March 26, 2001.

The tasks as well as the number of parishes involved are very different. Classic fields are, for example, sewage and waste disposal. The largest of the syndicates can also be found here. The intermunicipal syndicate SIDEC takes on waste disposal for 48 municipalities in the north of Luxembourg. With a catchment area of ​​almost 1400 km², it covers more than half of the area of ​​the Grand Duchy.

There are also individual projects to be found. Examples include the establishment of nature reserves in the region around Müllerthal in Luxembourg's Little Switzerland with a total of fourteen towns, the operation of child care facilities and a community library through the communities Burmerange , Remerschen and Wellenstein , (now all part of Schengen ) or a leisure pool by the communities of Strassen and Bartringen . The long-disused tram of the canton of Esch was also organized as a syndicate.

In order to set up a syndicate, the municipal councils of the interested municipalities must first make a corresponding decision. Approval for the establishment then takes place, after consultation of the State Council , by a grand ducal decree. The organs of a syndicate are a committee, its board of directors and an associated office. The representatives of the participating municipalities in the committee are elected by their municipal councils. The committee then elects the chairman from among its own ranks.

The local umbrella organization SYVICOL, which was founded in 1986 and represents all Luxembourg cities and municipalities, is also organized as a syndicate.
