TVH (also TVH) is a submarine cable , which T hailand , V ietnam and H ONG K ONG interconnects (hence the name TVH). It was built in 1993–95 and put into operation on February 8, 1996. TVH was the first fiber optic underwater cable in the history of Vietnam. In 2007, TVH hit the headlines after an 11 km section was stolen.

Planning and construction

On May 27, 1994, Nikkei Weekly announced the planned construction of a fiber optic submarine cable between Thailand, Vietnam and Hong Kong, called TVH. The cable should be 3400 km long and offer a transmission capacity of 560 Mbit / s. Above all, it was intended to improve the connections between Vietnam and Japan . For the first time, connections between the two countries could be handled via a submarine cable instead of via satellite . Accordingly, it was a consortium of three Japanese companies that shared the estimated costs of 166 million dollars : KDDI ( KDD at the time ), ITJ and IDC.

TVH was put into operation on February 8, 1996.

At the time of the theft in 2007, Vietnam was only connected to the rest of the world by two submarine cables: TVH and SEA-ME-WE 3 . 82% of international communication was handled through these. The rest was over land cable and satellite.

Theft

On March 25, 2007 there was a break in the cable off the coast of Cà Mau . The cause was the theft of 11 km of cable weighing 100 tons by local fishermen who tried to sell the cable as scrap. The theft was discovered by the crew of a ship from Singapore , which had been requested by the Vietnamese telecommunications company VTI to repair the alleged damage. However, the extent of the damage made repairs impossible for the time being.

The ministries of defense and public security, the naval command and military commandos took part in the search for the perpetrators and the cable.

Investigations finally led to a boat owner from Vũng Tau. However, the 100 t cable found was not the stolen TVH section. It is assumed that the thieves found the cable by accident, for example while anchoring it, as it would otherwise have been difficult to detect. (Nevertheless, theft of submarine cables is not uncommon in Vietnam. There were five such incidents between the beginning of January and May 3, 2007 alone.)

However, another possibility has been discussed in the Vietnamese media. In August 2006, the Vietnamese Ministry of Defense commissioned a number of companies with the recovery of various underwater copper cables that were no longer in service. These came from the South Vietnamese era and had been shut down before the end of South Vietnam. According to reports, some of the companies involved used this to stealthily hunt for treasure but caught the TVH cable in the process.

Follow and recovery

VTI lost $ 4 million in revenue from the theft . An additional $ 2.6 million (according to other sources, $ 3 million) was paid to repair the damage. The repair work was initially estimated to take at least three months. The repairs were then carried out in June and early July 2007. The repair costs were shared by CAT (Thailand, 44.5%), REACH (Hong Kong, 20.4%) and VNPT (Vietnam, 25%) as well as a number of smaller companies.
