Technical connection conditions

The technical connection conditions ( TAB ) are general terms and conditions of the distribution network operators , which contain specifications for the electrical systems of the end customers. The Federal Association of Energy and Water Management (BDEW) publishes a sample wording of the TAB that the distribution network operators can use as a basis for their own TAB.

Technical connection conditions include, for example, specifications for the arrangement of the house connection box and the electricity meter as well as for the connection of electrical consumers if certain electrical outputs are exceeded. Specifications for electricity metering are also made.

Since the unbundling of the energy market, it has to be noted that only the technical connection regulations of the local distribution network operator apply, regardless of which company the electricity price is paid to.

The legal framework for technical connection regulations is set by the Low Voltage Connection Ordinance (NAV), which replaced the Ordinance on General Conditions for the Supply of Electricity to Tariff Customers (AVBEltV). It entitles the network operator "in the form of technical connection conditions to specify further technical requirements for the network connection and other system parts as well as for the operation of the system, including its own system, insofar as this is necessary for reasons of secure and interference-free supply, in particular with regard to the requirements of the distribution network is " . The "connection of certain consumer devices ... may be made dependent on the prior consent of the network operator" .

The TAB was first published by the Association of Network Operators (VDN), since the BDEW merged.

As a result of a court settlement in 2005, the TAB 2000 were changed. The specification of selective miniature circuit breakers instead of conventional fuses in front of the electricity meter was not tenable.

The Network Technology / Network Operation Forum in the VDE (FNN) included the technical connection rules for low voltage in the VDE set of regulations on March 8, 2019. The TAR low voltage has been in force since then. This regulates the structure of the body of standards for the connection of systems to the low-voltage network and their operation. In the future, the technical part will be defined as a nationwide set of regulations as VDE application rules (TAR). In addition, there are specific TABs of the individual network operators, which primarily contain organizational specifications.
