Armando Tallone, Tomaso I Marchese di Saluzzo , 1916

Thomas was the son of Margrave Manfred III. of Saluzzo and Beatrix of Savoy and followed his father as Margrave of Saluzzo in 1244. Only five years old when his father died, he was brought up at the court of Boniface II of Montferrat in Chivasso . Under his rule Saluzzo began to play a more active role in Piedmontese politics. He extended the margraviate to Carmagnola , this area extent should remain essentially unchanged for the next two centuries. His main opponent was Charles of Anjouwho pursued an expansive Italian policy with the support of the Avignon popes. Thomas joined the anti-Angevinist alliance of his relative Wilhelm VII of Montferrat, but had to submit to Charles of Anjou after a military defeat in 1267.

In 1277 he rejoined the anti-Angevin alliance. The united Piedmontese armies defeated Charles of Anjou in 1277 at the Battle of Roccavione. Under Thomas, Cuneo was acquired in 1291 . The city of Saluzzo developed into a free commune under a Podestà .

Thomas died in 1296, and his son Manfred IV followed him as Margrave of Saluzzo .
