Mathilde "Til" Hubertine Maria Francisca Gardeniers-Berendsen (birth name: Berendsen ; * February 18, 1925 in Rotterdam ; † October 22, 2019 ) was a Dutch politician of the Katholieke Volkspartij (KVP) and then of the Christen-Democratisch Appèl (CDA), who, among other things, was a member of the Second Chamber of the States General and in the Van Agt I cabinet (1977 to 1981) Minister for Culture , Leisure Activities and Welfare. In Cabinet Van Agt II and Cabinet Van Agt III she served as Minister for Health and Environment between 1981 and 1982 and was most recently a member of the Council of State ( Raad van State ) .

Life

Mathilde “Til” Hubertine Maria Francisca Berendsen, daughter of a school principal, was involved in the resistance during the German occupation of the Netherlands in World War II by distributing illegal leaflets. In 1950 she married Mathieu Gardeniers, a former pilot and business manager, with whom she had three sons. In 1970 she ran unsuccessfully for the Katholieke Volkspartij (KVP) for a seat on the Rotterdam City Council . On May 11, 1977 she became a member of the Second Chamber of the States General (Tweede Kamer der Staten-Generaal) for the first time and was a member of this until December 19, 1977. During her membership in parliament she was spokeswoman for the CIP group for education, culture and social work and in 1976, together with Hannie van Leeuwen from the Anti-Revolutionaire Partij (ARP), presented a legislative initiative on abortion based on the principle of “nee, tenzij” (' No, but ... '), but did not find a majority in the Second Chamber.

On December 19, 1977, Til Gardeniers-Berendsen became Minister for Culture, Leisure Time and Welfare (Minister van Cultuur, Recreatie en Maatschappelijk werk) in the Van Agt I cabinet and held this ministerial office until September 11, 1981. In 1981, she led the fundraising arts competition one that formed a legal basis for a fund for fine arts, a legal entity under private law with a board that can subsidize productions for the development and renewal of art. After the election and until the formation of a government, she was again a member of the Second Chamber between June 10 and September 9, 1981. In the Van Agt II cabinet , she took over the post of Minister for Health and Environment (Minister van Volksgezondheid en Milieuhygiëne) on September 11, 1981 , which she also held in the Van Agt III cabinet from May 29 to November 4, 1982 . As Minister of Health, she introduced the Health Facilities Act (Wet Voorzieningen Gezondheidszorg) in 1982 , creating a legal basis for all public health. This included topics such as quality, planning, financing, experiments and location policy and which aimed at an understandable, manageable and well-organized system of health facilities. Due to the health situation of Minister Hans de Boer , she also acted as acting minister for culture, leisure and welfare between October 11 and November 4, 1982.

Til Gardeniers-Berendsen was again a member of the Second Chamber from September 11, 1982 to February 23, 1983 and was then appointed by Queen Beatrix on March 1, 1983 as a member of the Council of State ( Raad van State ) , to which she was for twelve years on March 1, 1995. Most recently, since 2007, she was chair of the project advisory board for Kreekhuizen, a residential area in the Rotterdam district of IJsselmonde .

For her services, she became a Grand Officer of the Order of Orange-Nassau on December 9, 1982 .
