The Traffic Commissioner ( German  traffic commissioner ) is responsible for the issuing of permits to, as well as the control and monitoring of freight forwarders, transporters and bus companies. He works for the organization Traffic Commissioners for Great Britain , which is part of the division of the Department for Transport of the United Kingdom and is financed by it. It is as tribunal non-departmental public body (NDPB) not an integral part of a ministry, but a quasi-autonomous non-governmental organization ( quasi-autonomous non-governmental organizations , including Quango ), the respective ministers for it funds activities in the last resort responsible for.

Traffic areas

For the purpose of the traffic commissioner's administration of public transport, Great Britain has been divided into different traffic areas as set out in the Public Passenger Vehicles Act 1981, Chapter 14 . The eleven areas were called Metropolitan , Northern , Yorkshire , North-Western , West Midland , East Midland , Eastern , South Wales , Western , South-Eastern, and Scottish Traffic Area. The Transport Act 1985 transferred the division of the areas into the hands of the Minister of Transport, who later reduced the number of traffic areas to eight.

The main office is located in Leeds in the metropolitan county of West Yorkshire , there are seven other sites for the offices of each of Traffic Commissioners.

tasks

Sometimes the traffic commissioners are supported by auxiliary commissioners, who in turn have supervisory duties in occasional civil proceedings. They exercise their areas of responsibility for their respective areas of responsibility (counties, states, or districts). These include:

  • monitoring the reliability, competence and financial support of license holders.
  • the support and further development of fair competition between the companies and the safe operation of all heavy vehicles (trucks and buses)
  • the monitoring of the professional behavior of all commercial drivers in the goods and passenger transport sector.
  • determining the need for and implementing new traffic facilities or regulations to ensure the flow of traffic, avoiding or reducing traffic jams and avoiding or reducing environmental pollution.
  • looking after investors in the transport industry, having an open ear for the transport industry, talks with the local responsible persons (transport associations and end users), holding information days and seminars

Traffic Commissioners

Since 1990, one of the Traffic Commissioners has been selected in addition to the Senior Traffic Commissioner in order to ensure the uniformity of the application process for operating license holders. The Traffic Commissioners are deputy Deputy Traffic Commissioners.

criticism

The traffic commissioners were described by the Cyclists' Touring Club as "toothless tigers" because they lack any investigative powers. They cannot take action until a matter has been brought to them. This can lead to long delays.
