Transit contract (Austria)

The transit agreement is an agreement between the European Communities and Austria , which was concluded in 1992 and was intended to regulate international, transalpine freight traffic by rail and road ( transit traffic ). The contract was signed by Viktor Klima as Austrian Transport Minister and Karel Van Miert as the responsible EU Commissioner. The contract regulated traffic primarily in the Inn Valley , which is heavily burdened by the transit of goods between Germany and Italy, and the Brenner motorway in Tyrol .

The aim was to reduce the pollution from trucks on Austrian transit routes by sixty percent based on the year 1991, starting from 1993 to 2004. This should be achieved through an eco-point system, which, however, only affected trucks over 7.5 tonnes gross vehicle weight.

The contents of the transit agreement were adopted as EU primary law in the EU accession treaty when Austria became an EU member in 1995. At the end of 2003 the contract expired for the time being without replacement, but the possibility of introducing an Alpine transit exchange is being investigated.

From January or February 1998, an infrastructure for the electronic debiting of ecopoints - the ecopoint stations at the transit routes in Austria and the initialization points - was in operation, which was set up and operated by Kapsch AG . The vehicles contained vehicle terminals (ECOTAGs), which informed the driver about the status of the transit journey when passing the ecopoints station and ensured that the ecopoints were regularly debited.
