Support group (civil protection)
Support groups are a common form in Bavaria for personal support measures in disaster control . Bavaria thus differs from the other federal states both in terms of terminology (see also the Rapid Response Group ) and in the organizational structure, although the management support groups still have a staff function within the meaning of the fire service regulation / civil protection regulation 100 (FwDV 100 / KatS-DV 100 ) are. The abbreviations of the support groups are sometimes written with a hyphen, especially in legal documents, but without them.
Local Operations Management Support Group (UG ÖEL)
The local operations manager (ÖEL) manages all operations on site within the scope of the order and the instructions of the disaster control authority and can issue instructions to all forces deployed. The local operational management support group (UG ÖEL) is available to him to carry out his tasks on site. The UG ÖEL has the following tasks in particular:
- Setting up the local operations management and marking their location,
- Information of the disaster control management group (FüGK) about the location and communication links,
- Establishing, maintaining and operating the communication links to the disaster control authority, the forces deployed and other departments and facilities involved.
Depending on the situation, additional tasks can be considered:
- Support the ÖEL in exploring the situation
- Supporting the ÖEL in planning operations,
- Support the ÖEL in coordinating and monitoring all forces deployed in the disaster area,
- Keeping the situation map,
- Keeping the mission diary.
The Free State of Bavaria is equipping the UG ÖEL nationwide with identical communication cases (Komko2) that contain a laptop, telephone system and printer / fax machine and can also be operated away from a command vehicle (for example in a fixed command post in a building). Command vehicles of the UG ÖEL are subsidized with a maximum of 70% of the procurement costs.
Support group for medical operations management (UG SanEL)
The medical operations management in Bavaria consists of the chief emergency doctor (LNA) and the organizational head (OrgL). A UG SanEL can be set up by the voluntary aid organizations for the area of a district administrative authority. The UG SanEL supports the SanEL in the performance of its tasks:
- by setting up a command post,
- in communication (radio, telephone, internet),
- in the collection and determination of situation information that is essential for SanEL,
- if they are adequately represented in the command post,
- through the traceable documentation of decisions made by SanEL,
- in the further management of the operation by OrgL and LNA according to their instructions.
The organizational manager and the chief emergency doctor are authorized to issue instructions to all members of the UG SanEL for their respective areas of responsibility. The legal basis is the "Implementing Ordinance to the Bavarian Rescue Service Act" of November 30, 2010 (Section 13, Paragraph 2). Strength, equipment and tasks are in the "Guideline for dealing with incidents with a large number of emergency patients and those affected (MAN-RL)", Bayer. State Ministry of the Interior, for Construction and Transport of December 6, 2016, more precisely defined. In the previous version of the guideline of the Ministry of the Interior from 1999, the UG SanEL was assigned far-reaching tasks such as B. For the communication task, the State of Bavaria provided identical communication cases, which, as in the UG ÖEL, contain a laptop, telephone system and printer / fax machine and can also be operated away from a command vehicle. With the included "GSLWeb" software, it is possible to record patient data and transfer it online to the database of missing persons of the Bavarian police. In a grant program, the state of Bavaria grants the aid organizations involved up to 70% of the procurement costs of a command vehicle.
Support group contingent leaders (UG Kon)
In Bavaria, the relief contingents were founded in 2008 as the successor to the emergency units that have existed for several decades and can also deploy nationwide in the event of major damage or disasters. In each of the 96 districts in Bavaria, an aid contingent was set up by the fire brigades, the aid contingents of the medical and care services are broken down according to government districts. The management support of the contingent leader is guaranteed by the UG Kon, whereby one usually falls back on the already practiced and appropriately equipped units of the UG ÖEL or UG SanEL.
Integrated control center support group (UG ILS)
At the integrated control centers in Bavaria, there are not only the regular inquiry stations for dispatchers but also so-called "exceptional inquiry stations" which, in the event of a high volume of work, allow additional inquiry stations to be occupied beyond the normal staff capacity and to receive emergency calls from citizens . Many ILS use a so-called UG ILS, which is staffed with volunteers who come from the fire departments and aid organizations .
There are some requirements for these helpers:
- Place of residence in the area of the Zweckverband
- The ILS can be reached within 30 minutes
- Fire brigade qualification (e.g. squad leader)
- Rescue service qualification (e.g. rescue service helpers)
- no activity at a UG SanEL, UG ÖEL, KomFü, no OrgL or local operations manager
- Regular activity in the ILS to develop and maintain skills
Rescue Service Support Group (UG RD)
The rescue service support group (UG RD or UG Rett) is deployed by the respective organization in the event of a high number of operations or major incidents, when all regular rescue service forces are already committed or the deployment of the UG RD can guarantee the fastest deployment until the regular rescue service arrives . Unlike local helpers the basement RD with a RTW and appropriate rescue personnel equipped. In contrast to a rapid response group , these are requested during regular rescue service operations.
Communication group leadership (KomFü)
The Disaster Control Management Group (FüGK) is (in Bavaria) the administrative staff of the disaster control of an independent city or district with far-reaching powers. It is responsible for the political and administrative leadership for all necessary measures in the disaster area. The leadership communication group (KomFü) is part of this FüGK for leadership support . The KomFü ensures the establishment of a management position at the district office or the respective administrative headquarters and takes on all communicative tasks that arise due to the decisions of the FüGK.
